The recent development in Ukraine have led over 5.7 million refugees to flee over the borders from Ukraine and a further 7.7 million have been displaced within Ukraine. The estimated 13 million people that are stranded in Ukraine face shortages of basic needs such as water, food and medicine. 3,143,550 refugees have crossed the Polish border, 453,848 refugees have crossed the Moldavian border and 856,941 refugees the Romanian border.
This situation has led ACF France to open three missions in Ukraine, Poland and Romania and ACF Spain in Moldova.
The mission is based in Dnipro with field visits to other locations within the country depending on the needs.

Votre poste et vos responsabilités
Under the direct responsibility of the Humanitarian Access and Security Head of Department, you will support the structuration of the security team and security management system, you will mentor and train the security team, and provide operational flexibility to the mission.
More precisely your missions will be to:Make the final revision to the security documents : national security plan (including contingency plan, Security Incident Management Guideline) and local security plans (including partially occupied territories).
Make sure all team members are briefed / trained on the relevant security documents.
On a daily base, make sure the security management processes are applied and improved as necessary : applied security (movements in particular), networking from field level to national level, analysis.
Mentor the HoD Security on the technical and management (how to delegate, prioritize and formalize) dimensions of the position.
Support the training of the newly recruited national security employees.
Provide operational support allowing the scaling up of operation, in particular participate in field assessments in new areas, accompany program teams in sensitive areas.
Votre profil
With a Master level, this position implies to possess a wide set of skills, as you will be working on multiple areas such as analysis, strategy, strong security management background, operations and networking development. You also need to be efficient and flexible to understand quickly the specificities of the different contexts inside Ukraine..
You have a previous experience as Security HoD compulsory, preferably with ACF, otherwise with a similar NGO. You have also a participative approach which will be essential for a new mission.
Vos conditions d’emploi2 Months fixed term contract under French legislation
Monthly gross salary from 2450 to 2800€ upon experience
Monthly per diem and living allowance: 686€ net, field paid
Monthly country allowance: 450€
Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
15% of the gross salary for specific flying allowance
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR period
