Org. Setting and Reporting
This position is in the United Nations Mission Stabilization Mission in the Democratic of the Congo, in the Guard Force Management (GFM) Unit in Kinshasa. Under the overall command of the Principal Security Adviser, the Associate Security Officer at P-2 level reports to the Deputy Security Advisor.

ResponsibilitiesWithin limits of delegated authority, the Associate Security Officer may be responsible for the following duties:

• Prepares and maintains a draft security plan for a specific area within the overall mission area of operations.
• Ensures premise security at MONUSCO compounds.
• Performs routine investigations or security assessments to ensure the safety of field staff to enter or return to a location where actual or suspected problems exist.
• Ensures that all staff members and their dependents are kept fully informed on matters affecting their security.
• Conducts routine security surveys of office and residential areas and premises.
• Investigates and prepares reports on minor cases of theft, illegal entry, assault, or other incidents when the extent of the infraction is readily determinable.
• Assists the Area Security Adviser (ASA) and other higher grade Security Officers in establishing policies and procedures for reviewing crisis situations and preparing contingency plans for emergencies.
• Assists in the recruitment, training and supervision of Field Security Assistants/Associates.
• Assists in identifying and recording United Nations assets and number of staff and dependents to be protected, and estimates number of guards required.
• Liaises with local authorities to discuss potential problems and plans possible methods of resolution.
• Performs other duties as directed by the Principal Security Adviser or delegated authority.

Education

• An advanced university degree (Master's degree or equivalent such as a senior command and staff qualification) in security management, business administration, political/social/military science or international relations with focus on security management;
• A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree;
• A first-level university degree may be substituted with a diploma from a police or military academy, which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management;

Job - Specific Qualification

Certification in any of the following: Security Certification Program (SCP), Security Analysis and Hostage Incident Management (HMI) is desirable.

Work Experience

A minimum of two years of progressively responsible experience in security operations or similar entities within a military, police or security organization is required.

At least two years of experience in managing a military, police or security unit operating in a conflict or post conflict environment is required.

Experience in Security Risk Management tool is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.
