Job Overview
The Delegation in Libya has a vacancy for:
Security and Safety Officer (SSO)

The position will be based in Tripoli, with possible trips to other sites in Libya

Purpose:
The Security and Safety Officer 2 advises the delegation and its sub sites on security risk assessment and associated mitigating measures while ensuring proper diffusion and access to information related to security in line with duty of care obligations. S/he supports the Field Coordinator in the implementation of the organizations Security Management System.

Accountabilities & Responsibilities: Functional Responsibilities:
The main tasks/responsibilities of the SSO are:Has an accurate and always up-to-date overview of the security situation and possible risks in Tripoli including tendencies/developments; also having an idea of the developments in the other parts of the country.
Supports the offices in the implementation of security management mechanisms (minimum security requirements, risk assessments, etc.); monitors the effective implementation of security procedures and processes.
Supervises the Tripoli radio room operators directly and acts as the technical supervisor for the Benghazi and Misrata radio room operators.
Active security: monitors performance of security guards in Tripoli and maintains relation with the guards company; organises specific trainings/coaching; provides coaching to guards in other sites (Organization  guards).
Passive security: Oversees and follows up implementation of passive security measures; liaises between internal departments and external contractors when needed.
Organises and gives security trainings for staff in all sites (particularly for colleagues without computer/internet access).
Organises and performs regularly security and safety drills with staff in all structures.
Participates in the analysis of the security situation in Tripoli and advises the management on the potential risks to the organization staff, operations and reputation. Writes brief and precise reports.
Contributes to the good management of security-related information (collection and distribution), in exchange with sub-delegations and the delegation’s political advisor.
Provides security briefings and trainings as required. Helps raise staff awareness on security and safety matters across the delegation.
Monitors the effective functioning of the security mechanisms in the organization through constant mentoring of the concerned staff, demonstrating leadership and responsible staff appraisals.
Develops external networking with formal and informal security contacts.
Notifies the authorities of the organization movements when necessary.

Certifications / Education – required skills:

University degree, similar qualification or equivalent working experience.
Security & safety management background; experience in crisis management or emergency services is an asset.
Minimum 3 years’ experience in a similar field of work.
Good command of written and spoken Arabic and English is a must.
Must be able to travel regularly to our offices in Libya and occasionally maybe outside Libya too.
Very good communication skills for internal and external cooperation and networking.
Must feel comfortable giving trainings to colleagues and coaching them; good didactical sense.
Ability to strictly apply rules and procedure – and promote/enforce them within the organisation.
Good analytical skills and capacity to present good briefings orally, but also write short and precise reports.
Flexibility is expected in terms of tasks and sometimes working hours.
Good organizational and methodical abilities, sense of initiative and responsibility.
Good team player is a must, leadership skills are an asset.
Good computer skills (Word, Excel, internet browsers).
Experience working for an NGO or international organization is an asset.
Strong interest in humanitarian work.
