Security Sector Advisor - Jerusalem and Ramallah

The OQ is seeking to recruit a Security Sector Advisor to support the work of the OQ Rule of Law team. The objective of the assignment is a qualitative improvement in the operation of the Palestinian security sector, in a manner that improves the lives of Palestinians and helps ensure stability in the Palestinian territory. The Security Sector Advisor works under the direction and the supervision of the OQ Rule of Law Director.

Functional Responsibilities

At the direction of the Rule of Law Director, the above objective will be achieved through the following scope of work:

Work closely with Palestinians and Israelis at the policy and operational level to increase safety, security and public order in Palestinian communities where police and security services have not previously been available due to restrictions on access, notably in areas B and C of the West Bank. Specifically, the Security Sector Advisor will:

Provide support in analysing the ability of the Palestinian police and security forces to service these communities, and support the development of potential plans for improvement of the delivery of security services in these areas; and


Work closely with OQ’s GIS expert to map the security challenges, and provide recommendations, in the aforementioned areas and to improve coordination between relevant components of the PA security forces.


Contribute to strengthening the functioning of the PA Customs Police. Specifically, the Security Sector Advisor will:

Engage stakeholders with respect to the mandate of the PA Customs Police and make recommendations for improving the mandate to reflect international best practices;


Analyze and support the development of strategies to improve, movement and access of the Customs Police to combat smuggling;


Ensure properon steps to strengthen coordination between the Customs Police and its various institutional partners; and


Examine the potential deployment of Customs Police officers to Palestinian bonded warehouses and/or crossing points.


Collaborate with OQ efforts to assess and improve the operations of other components of the PA security forces, including, e.g., the Palestinian Civil Police, Judicial Police, and Security Forces Justice Commission.


Advise on suggestions to reforms to the legal framework governing the various security services.


Monitor, assess and report on relevant policies and developments pertaining to the PA security sector.


Work with the OQ’s various international partners to ensure effective coordination and alignment with their work, particularly as it pertains to engagement with the PASF and IDF.


Support the general functioning and responsibilities of the team, including liaising with and briefing key stakeholders, contributing to presentations and reports, inputting into strategy development.

The work is of a highly confidential nature and the Security Sector Advisor must maintain the highest standards of confidentiality.


V. Deliverables


Analysis of the ability of the Palestinian police and security forces to service the population in previously underserved communities – including vis-à-vis Israeli constraints on access, as well as effective distribution by the PA security agencies of human and material resources.


Recommendations for actionable solutions for the improvement of the delivery of security in Areas B and C, including GIS mapping of current challenges and potential solutions.


Analysis and recommendations on strengthening coordination between the Customs Police and its various institutional partners.


Analysis and recommendations regarding the potential deployment of Customs Police to the Allenby Bridge crossing.


Periodic analyses and recommendations on developments and potential reforms to improve the security sector to be shared with Palestinian stakeholders and/or the international donor community.


Donor reports as required.

Education/Experience/Language requirements

Education:

Bachelor’s Degree B.A in law preferred. Bachelor’s Degree B.A. in security studies, public administration, or a related subject will be considered.


Master’s Degree in the mentioned subjects will be considered and assessed and may substitute some years of required experience.


Work Experience:

Minimum 4 years (or 2 with Master Degree) of prior work experience related to the PA security sector or relevant security sector work elsewhere.


Good knowledge of the security agreements and arrangements between the Palestinian Authority and the Government of Israel is highly desired.


Good knowledge of the Palestinian and Israeli political contexts is required.


Experience working with GIS, or working knowledge of GIS is preferred.


Experience in dealing with Palestinian Security Forces, public prosecution and courts is preferred.


Language Requirements:

Excellent command of written and spoken Arabic and English is required.

Knowledge of Hebrew is a plus.
