Expected duration
4 to 5 months subject to the starting time of the consultancy.Duties and Responsibilities

Within delegated authority, the Security Forces Expert will be responsible for the following duties:

- Advises OHCHR Mozambique on all matters related to security and defense forces;
- Gathers and analyses information to assist on the overall understanding and analysis of the security sector and military-related matters;
- Supports the development of human rights strategies and plans related to the security sector in Mozambique;
- Designs, delivers and manages training programs on human rights for security and defense forces;
- Assists in the implementation of the UN Human Rights Due Diligence Policy in Mozambique;
- Establishes appropriate liaison with key actors within security and military structures;
- Provides internal analysis and briefings on military and security sector issues and inputs for relevant UN reports;
- Ensures that a gender perspective is integrated at all areas of responsibility;
- Performs other duties as required.

Qualifications/special skills

Academic Qualifications: Advanced degree in security studies, military studies, international law, political science, international relations or related field.
Experience: A minimum of seven (7) years of progressively responsible security sector experience, or experience in human rights and international humanitarian law, including related to the security sector is required.
Experience in training and facilitation is required.
Experience in security sector reform and/or analysis is desirable.
Operational experience from deployed operations with national, regional or United Nations forces is desirable.
Experience with the United Nations or other international or regional organization is desirable
Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of Portuguese is desirable.
