General Objective
Under the leadership, guidance, and supervision of the Staff and Program Security Advisor (SPSA), The Security Coordinator is mainly responsible for coordinating security operations and providing analysis of specific events, groups, or situations that may have security implications for organization in Somaliland and Puntland. In addition, the Security Coordinator will ensure that acceptable risk management is in place to minimize the likelihood and impact of threats identified in the region.

The Security Coordinator will be responsible of coordinating safety and security issues in  organization offices and areas of operations in Puntland and Somaliland.

Specific Roles and Responsibilities

1. Security Systems management
Assist Staff and Program Country Advisor in developing, reviewing and ensuring effective implementation of the Safety and Security Management Plans including, CO office and sub-office/field offices levels.
Take a leading role in implementing robust risk mitigation measures across sub-offices/field offices in Puntland and Somaliland, in coordination with the Staff and Program Security Advisor and relevant head of offices/ office managers.
Provide advices and support the Staff and Program Security Advisor, Head of Offices and Area Managers to promote organizations community acceptance strategy in the field.
Assist the Staff and Program Security Advisor in reviewing and updating area specific security policies, plans and standard operating protocols.
Ensure the security management system is in line with existing organization’s security policy, protocol and approach.
Draft tentative budgets and ensure that adequate supply of necessary safety and security-related equipment are purchased and in place at all organization offices/Guest houses.
Support Staff and Program Security Advisor and head of offices in managing critical security incidents involving staff.

2. Safety and Security Risk Assessments
Undertake regular and ad hoc security assessment missions as necessary, in order to gather information and to analysis the overall security situation in existing and potential areas of intervention.
Undertake facility safety & security surveys, reviews and come up with recommendations on risk mitigation measures and plans.
Carryout periodical review and analysis of the prevailing geo-political context and developments in relation to the security situation in duty stations in Puntland and Somaliland.
Conduct comprehensive security/risk assessments in potential new program/field sites, as necessary.
Review Minimum Operating Security Standards (MOSS) deficiency at organizationOffices/Guest house and recommend appropriate measures to enhance physical security of the facilities.

3. Security Reporting and Communication
Collect security related information and compile security reports for the Country Staff and Programme Security Advisor (SPSA)
Prepare flash reports on incidents that may affect staff/operations in the region and give appropriate advisories
Post details of incidents affecting safety & security of staff, assets and programs on the SIMson Database.
Disseminate urgent security information/instructions to all staff via WhatsApp security forums and comns TREE/SMS Blaster when deemed necessary.
Produce comparative analysis of security incidents/trends affecting organizations staff and program when requested.

4. Security Briefing

The Security Coordinator will be expected to improve staff security awareness and achieve culture of security compliance within the organization by;Delivering General SSMP and SOP awareness trainings in the field offices.
Providing Regular briefing to staff and visitor
Providing Induction/security briefing to newly recruited staffs, visitors and consultants in close collaboration with the HR Team.
Ensuring that an appropriate system is in place to provide security information to travelers in advance of their departure (Visitors’ Welcome pack).
Ensuing review and revise security communication tree for all locations as necessary and carry out drills at least every six months.
Monitoring breach of security and non-compliance by staff to existing security policy and report them accordingly.

5. Networking and Security Coordination Mechanisms

Actively participate in local SMT meetings and support members in sharpening their skills in risk assessments and management in the field.
Actively participate in local inter-agency security coordination meetings including, UN and INSO and share significant security deliberations, minutes and action points with staff.
Maintain close contacts with all relevant stakeholders to develop a network of peers and build relationships with key actors to ensure the gathering of reliable security information.

6. Staff Training

Deliver Staff Readiness Training (SRT) to national staff based in Somalia.
Support organization Safety and Security Training team in delivering SRT trainings at organization offices globally.
Support organization Safety and Training team in facilitating Hostile Environment Awareness Training (HEAT).
Conduct security awareness trainings and Crisis Management Trainings for organization Somalia staff.

7. Other Administrative tasks

Approve travel requests and travel routes for organization staff traveling within Puntland/Somaliland.
On behalf of the SPSA, process security clearance/emergency security plans for staff visiting high risk areas in South-Central Somalia.
Supervise watchmen and armed guards (SPU) posted in organization offices and Guesthouses.
Coordinate with SPU and police commanders on SPU issues; provide feedback to them about the conduct and performance of posted SPU.
Lead planning for security arrangements for CI international visitors and consultants visiting Somalia/Somaliland.
Participate in the recruitment and hiring process for drivers and security personnel, as necessary.
Attend to any other administrative task as instructed by the Staff and Program Security Advisor.

Education/Training
Required


Bachelor's degree with specialist technical training in safety and security such as NGO security, public safety, military or police training; Education qualification may be relaxed for experienced candidates

Desired
Specific safety and security training in NGO context. Qualification as a trainer in safety and security.

Experience
3 years of experience in assisting humanitarian or development organizations in safety and security programs.

Desired: Experience in safety and security context working with same or other NGOs or agencies. An understanding of the Somalia/Somaliland context.

Technical Skills
Safety and security management – information collection, investigations, analysis, assessments and reporting.
