Security Manager, Yemen

Role Overview:

The Security Manager will be responsible for all logistics and safety considerations and arrangements for the GiveDirectly office in Yemen, including maintaining an up-to-date risk register and threat assessment, overseeing security arrangements for staff travel and field trips, and providing security briefings and recommendations to ensure the safe functioning of GiveDirectly’s operations in Yemen. The Security Manager will ensure that organizational security policies and procedures are responsive to the context, that Yemen-specific procedures are regularly reviewed and updated, and that staff are regularly trained on safety and security. The Security Manager will also lead logistics and transport management for the office by managing a team of drivers and the Logistics Manager.

Reporting to the Yemen Program Manager, the Security Manager will play a critical role in the leadership of GiveDirectly’s Yemen operations. The Security Manager will provide contextual risk analysis to Operations staff and GiveDirectly management to inform decision-making and risk management, and will develop strong relationships with external stakeholders to ensure access to key security updates and information. The Security Manager will also conduct training for staff and develop appropriate standard operating procedures and security plans to support the GiveDirectly Yemen office’s operations.

Candidates must be based in Aden and willing to travel around Yemen as is deemed safe and necessary. This is a 10-month contract position to start, with the opportunity to extend depending on funding availability and performance.

Please note you must be based and authorized to work in Yemen.

This role includes, but is not limited to, the following tasks and responsibilities:

Safety and Security Management Evaluate, review and update security management plans on a regular basis, including developing standard operating procedures and contingency plans.
Conduct dynamic risk assessments ahead of field trips or any travel around Yemen, and ensure all staff comply with safety and security standards during trips.
Carry out continual assessments of office security and equipment to ensure safety standards are met
Build a strong network of contacts with NGO/UN security leads, government stakeholders, community leaders and other relevant partners to ensure rapid access to security updates and sharing of best practice.

Incident Management Lead development of emergency preparedness plans and contingency plans, including evacuation procedures for international staff.
Act as a key member of the Crisis Management Team during security emergencies
Ensure all incidents and accidents are followed up with a written report, and follow up on any remedial actions or lessons learned to improve GD’s security processes.

Transport safety and security P

rovide travel briefings to international staff to ensure they are familiar with airport procedures, customs and security requirements, etc.
Lead on monitoring COVID-19 travel requirements for entry/exit and travel around Yemen, ensuring staff travel plans are compliant
Manage the Logistics Manager and team of drivers; ensure all vehicles are kept in excellent working order and that first aid and communications equipment is available in each vehicle and regularly checked.

Staff Training and Capacity Building:

Provide appropriate training to national and international staff on GiveDirectly’s safety and security procedures, crisis management protocols, etc.
Conduct security briefings for international staff before arrival in country.
Conduct regular staff safety refresher training (evacuation drills, fire safety etc.)



Desired Qualifications:

5+ years of work experience in a role that required logistics and security coordination
Previous experience working with international organizations or companies on security management is essential
Demonstrated ability to manage day-to-day security, travel and logistics arrangements for multiple teams
Advanced knowledge in communications and safety technology, including satellite communications, tracking systems, etc.
Exceptional communication, organizational, and analytical skills, including experience providing clear briefings and risk analysis
Demonstrated ability to work in a highly independent and self-directed manner, while effectively communicating upwardly about gaps and risks
Deep connections with government, UN and INGO entities in Yemen and Aden
Arabic and English fluency required
