The INSO Mali mission:

Mali's platform was launched in 2013. We serve Mali from our country office in Bamako. INSO also has offices in Mopti and Gao with a presence in Ségou, Timbuktu, Ménaka and Kidal. INSO Mali currently supports 175 national and international NGO partners. This position will be based in our office in Gao.

Summary of functions
The Safety Advisor position offers a unique opportunity to work with a close-knit team to provide the NGO community with contextual analysis and safety advice, in a comprehensive effort to improve humanitarian access. Specific responsibilities include the production of analysis products according to INSO standards, staff mentoring and monitoring service compliance.

The successful candidate will have a strong background in managing the safety and security of NGOs, and humanitarian access. He will be an open, curious, rigorous, and experienced person with the constitution and management of high-performance teams. The candidate will also have the ability to analyze security issues and complex contexts, to communicate fluently in French orally and in writing at an excellent level and, above all, to share INSO's commitment to humanitarian principles.

Key responsibilities:
Ensure the provision of INSO Mali products and services for the Central regions (scheduled services and on-demand services) by providing our NGO partners with a rapid and credible contextual analysis of the local security situation, in accordance with internal standards and policies;
Facilitate regional roundtables on the security of the NGO community;
Manage an operational and support team (log, admin, HR), including the supervision of national staff;
Establish an active information network bringing together NGOs, the United Nations, the armed forces and other national and international actors in the regions under its responsibility;
Participate in various coordination meetings and forums related to humanitarian aid;
Assist NGOs in developing their own security management capacities by providing sound advice, reviewing policy documents, conducting site security investigations and assisting in crisis management coordination;

Représenter, promouvoir et protéger efficacement le mandat d'indépendance, d'impartialité et de neutralité d’INSO.

Conditions préalables
Français courant (obligatoire) et connaissance pratique de l’anglais (oral et écrit) ;
Formation de niveau master ou équivalent dans un domaine pertinent ;
Expérience d’au moins 2 ans sur un poste en ONG avec responsabilités de gestion des risques et de l’accès humanitaire ;
Expérience d’au moins 1 an dans un environnement post-conflit/urgence dans le secteur humanitaire ;
Excellentes capacités de rédaction, d’analyse et le souci du détail – le poste implique beaucoup de travail d’édition et de correction ;
Forte compréhension des principes et pratiques en matière d'action humanitaire, de la gestion des risques, de la sécurité et de l’accès des ONG ;
Bonne compréhension du mandat et des services INSO.

Caractéristiques souhaitées
Une année d’expérience terrain dans la région – Mali, Burkina Faso, Niger - et une bonne compréhension du contexte local au Nord du Mali ;
Parcours professionnel qui reflète une expérience dans les domaines de la sécurité humanitaire et de l’accès humanitaire ;
Expérience dans la liaison des humanitaires avec les forces armées et les groupes armés (CMCoord) ;
Expérience en renforcement de capacité et formation du personnel ;
Connaissance du Droit International Humanitaire (DIH).

Termes et Conditions

12-month contract. Monthly salary of €4500 per month, 4 calendar days of annual leave per month worked, 7 days of R&R every 3 months with an allowance of €1250. INSO will cover accommodation, global medical coverage (excluding the United States) and life insurance.
