Result of Service
The consultant is expected to produce the following tangible ouputs, which will be assessed based on their quality and timely completion:

• Training modules are reviewed and finalized. They are validated by national stakeholders.
• One (1) consultation meeting is organized and delivered.
• Two (2) training of trainers on the curricula of the training institutes are organized and delivered.

Under the general supervision of the Programme Coordinator and the direct supervision of the Crime Prevention and Criminal Justice Officer (Anti-Trafficking in Persons and Smuggling of Migrants Unit) based in Dakar, in close cooperation with other Project staff, and the Head of the Law Enforcement Section, as well as under the overall guidance of the UNODC Regional Representative, ROSEN, the consultant will:

• Review and finalize training modules on TIP to be integrated in law enforcement training institutes and judicial/magistrates training institutes.
• Organize and deliver consultation meetings for the elaboration of the modules.
• Organize and deliver training of trainers for the appropriation of these modules by targeted trainees from the respective training institutes.

The assignment will involve frequent interaction with the following: counterparts, officials and technical staff in the field and at UNODC headquarters, other United Nations agencies, funds and programmes, representatives and officials of national Governments, national human rights institutions, international and regional organizations, intergovernmental and non-governmental organizations, experts and consultants.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in law is required. Degrees in criminology, social science, public administration or related field can be considered relevant in combination with relevant work experience. A first-level university degree in similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: • A minimum of five years of relevant professional experience in crime prevention and criminal justice at national and international levels is required; demonstrated experience in dealing with trafficking in persons and/or smuggling of migrants is required; demonstrated experience in capacity-building is required.
• Working experience in West Africa and Central Africa especially on trafficking in persons is required. Significant and relevant work experience in a field environment is desirable.
• Knowledge and understanding of the criminal justice system of Mauritania is highly desirable.
• Excellent communication skills are required.
• Proficiency in word processing, presentation and spreadsheet software is required.
• Work experience with the United Nations or similar international organization is desirable.
Language: For this position, fluency in Arabic and French, with proven drafting and communication skills, are required. Knowledge of another United Nations language is an advantage.
