Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and strategic objectives.

More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.

The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.



Reporting Lines

Under the supervision of FAO Representative in Somalia, with the technical guidance of FAO Chief, Security Services, (CSLS) and the Field Security Coordinator (Deputy Chief Security Services (CSLS).



Technical Focus

Undertake a significant annual strategic security assessment of the business needs to determine the shape of the operational security support footprint required for 2022 and 2023.



Tasks and responsibilities

• Assists and advises the FAOR and Senior Management including head of sub-offices, to ensure the safety and security of FAO personnel, premises and assets;
• Plans, coordinates, and leads safety and security-related activities carried out countrywide and provided technical leadership on United Nations Security Management System (UNSMS) policies and procedures to empower the Security Unit Team personnel (FSO, NSO and LSAs);
• Maintains and enhances lines of communication with UNDSS and other UNSMS entities.
• Monitors activities related to the implementation of the approved security measures.
• Contributes to implementation and evaluation of the preparedness by FAOSO of the security measures as decided by the United Nations Security Management Team
• Ensures timely development and review of Security Plans and their integral components, including, but not limited to, contingency and crisis response plans, standard operating procedures, emergency communications, warden systems and updating staff lists and eligible dependents;
• Monitors and analyses trends of security incidents affecting FAO personnel, premises, assets and operations, identifying problems and solutions on time;
• Keep abreast of the security environment in Somalia, and provide timely and accurate security advice to FAOR Somalia, including information regarding compliance with United Nations Security policies, practices and procedures;
• Conduct security surveys and assessments of FAO facilities, missions and residences and provide advice on shortfalls with recommended improvements and solutions;
• Reviews and supports security planning and security management documents for the assigned area as required;
• Ensure maintenance of a functioning Emergency Communication System within FAOSO and provide written weekly security updates to FAOR Somalia and Senior management Meeting (SMM);
• Undertake field security missions to FAO Somalia operations in the area of responsibility as required by FAOR Somalia and Senior Management and Project Managers to conduct security assessments and determine the level of risk to FAO operations and, based on those risks, identify and implement appropriate risk mitigation measures;
• Identifies and promotes best practices;
• Performs any other duties as may be assigned;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements

• University Degree in Political Science, Military Studies, Security Management, Law Enforcement, Business Continuity Management, or related disciplines.
• 15 years of relevant experience in security risk management within the United Nations System at the Senior Officer level, and preferably in a high-risk duty station.
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian. For PSA.SBS, only one language at a working knowledge level might be required.
