Description:
Provides direct support to in the development, maintenance and implementation of an ‘Operational Security (OPSEC) Plan’ for Balad Air Base and employ sound OPSEC principles / procedures to support management of the contract IAW the Performance of Work Statement (PWS), National Industrial Security Program Operating Manual (NISPOM) and relevant DoD and AF OPSEC publications. Provides subject matter expertise, technical deliverables and initiatives to enhance and improve capabilities and maturity of the Balad Air Base Insider Threat program. Provides support relating to force protection, physical security countermeasures, contingency planning, and response force exercise coordination efforts. Directs, plans, administers anti-terrorism programs. Provides guidance and coordinates unit's force protection programs, related exercises, and inspections to ensure consistency in policy, doctrine, and tactics. Conducts Anti-terrorism Force Protection (ATFP) training and develops and executes ATFP plans and prepares vulnerability assessments. Assists the Corporate Facility Security Officer (FSO) with investigating security violations and preparing reports detailing procedures to preclude future occurrences.


As a member of the Risk Management section, this role is responsible for the evaluation and development of security procedures and assessments across the project with an emphasis on detecting, responding and preventing insider threat incidents. Actively monitoring, analyzing and reviewing data from various sources in order to support in-depth analysis of various threats. This position requires technical expertise and knowledge of security practices, procedures, and capabilities in order to perform a wide range of program requirements.
Develop and maintain the Operational Security (OPSEC) Plan for Balad Air Base. This will require periodic review and updates throughout the life of the contract. Disseminate updated OPSEC or threat information to project personnel Security team members, affiliates and subcontractors who have access to classified information.
Develop and implement an OPSEC Plan in accordance with the requirements of the current National Industrial Security Program Operation Manual (NISPOM) and the Defense Contract Security Classification Specification (DD Form 254).
Provide subject matter expertise, technical deliverables and initiatives to enhance and improve capabilities and maturity of the Balad Air Base Insider Threat program. Documents and provides feedback to leadership concerning Incident Response, Insider Threat Management, and other insider threat detection procedures.
Collaborates with appropriate response partners, assists with determining the root cause of incidents and work with stakeholders and responsible parties to remediate any identified security gaps or failures. Provide guidance and instructions to all employees to ensure any event, circumstance, or act that could be considered a breach of security is reported immediately.
Escalates insider threat, OPSEC issues to management in a timely manner with appropriate information regarding severity, exposure, and action items; this role requires critical thinking and investigative mindset coupled effective written, and verbal communication skills.
Remains knowledgeable of changes in security technology, industry practices, and state and federal regulatory requirements; provides technical assistance in the detection and resolution of security problems.
Produce Insider Threat Referral Reports that document violations of policies, counterintelligence concerns, foreign influence, financial stressors, threats to self or others, Continuous Evaluation (CE) adjudicative, and other insider threat concerns.
Maintains a robust Security Education Training and Awareness Program covering Insider Threat, Operations Security, and Anti-Terrorism.
Provide professional briefings and indoctrinations to military and civilian audiences at various organizational levels
Manages the Anti-terrorism program, executes risk management procedures; reviews, interprets and summarizes threat assessments and evaluate vulnerabilities. Prepares recommendations using risk management principles.
Use information derived from all intelligence disciplines to determine changes in enemy capabilities, vulnerabilities, and probable courses of action.
Provides support relating to force protection, physical security countermeasures, contingency planning, and response force exercise coordination efforts.
Conducts vulnerability assessments of program-related facilities. Develops contingency plans related to emergency activities to prepare and respond to emerging threats and incidents affecting the program.
Reviews modifications to existing facilities and makes recommendations, using risk management principles, for sound mitigation techniques using proven and field-tested systems. Shall work with various security and facilities staffs to ensure the use of best practices in the modification to program-related facilities.
Maintains knowledge of Base Security techniques and understanding of procedures, including electronic surveillance systems, physical barriers, static guards, vehicle /personnel search methods at entry check points, defensive operations and use of (quick reaction) maneuver assets.
Assists the Corporate Facility Security Officer (FSO) with investigating security violations and preparing reports detailing procedures to preclude future occurrences.
Maintain awareness of security concepts and operations such as the Balad Air Base Performance of Work Statement (PWS).
Carry out other duties and tasks that are reasonably expected within the broad scope of the role and the project as a whole.
