ROLE PURPOSE

Regional Security Advisors are the bridge between strategic and operational security support.

In line with Plan International’s Global Policy on Safety and Security and the Plan International Security For All strategy, The Regional Security Advisor is accountable for providing advice, guidance, and practical support on all matters of safety and security for the Region ( RHs and COs). S/he will act as points of escalation for Security Focal Points/Managers in-country offices for all safety and security risks that negatively impact the ability of PI to deliver on activities within the region.

S/he will develop a sound regional security risk management strategy, with clear priorities, steps, and timelines. S/he will contribute towards promoting a safe and secure environment for Plan International, program, staff, and assets by providing sound and timely advice, practical recommendations, capacity building, training, mentoring, and critical support to Plan International Regional Hub (RH) and Country Offices (CO) and other designated entities (includes Offices (NO) and FCNO). To that end the RSA will:
Provide advice and recommendation to the Executive Director and Director of the sub-region on any security-related matter.
Support the regional strategy reflection and implementation and ensure security is being correctly reflected.
Report any concerns, incidents, progress to the Executive Director and the Director of Safety and Security or his delegate.
Actively engage with the Country office’s Security focal point/Security advisor and CO leadership team. The RSA will support and help COs and Program Units (PUs) develop sound and fit-for-purpose security risk management strategies, tools, and best practices for each office. Intervene in situations where CO needs support (New program implementation, emergency deployment, crisis/ critical incident) or goes off-track. Review all documentation with a critical eye and provide practical recommendations.
Provide expert advice in Humanitarian access strategy and negotiation, Hostage Incident Management, Crisis/critical Incident management, field security assessments, and security measures for emergency deployment.
Based on her/his assessment and/or office’s expressed needs, regularly deploy to Countries and Program Units.
Provide an objective and practical overview of security trends and issues across the region and their implications for Plan International operation, staff, assets, and partners, using various sources and resources, such as CO SFP reports (written and oral) other agencies and NGO feedback through networking (INGO, UN AFPs, INSO, UNDSS) and collating information through service provider.
Travel through the region to develop a strong and reliable security Network, including Regional Security representatives from other NGOs, UNAFPs, UNDSS, and private sector
Deliver training and capacity building (HEAT, crisis management, humanitarian access, first aid) to the Country offices. Every training, advice, and mentoring must consider diversity dimensions such as Gender, Equity, Diversity and anti-racism… ability and must reflect Plan International feminist leadership values, it must be fit for purpose for both National and International staff based on their real risk.
Elaborate a practical and agile regional security budget with a multiyear approach and clear priorities.
Liaise with other relevant departments such as Safeguarding, HR, fleet and logistics, gender advisors, sponsorship, partnership, programs, and emergencies to ensure that security is fully integrated with a 360 approach.
Promote an open culture where staff feel safe to speak out and report security concerns and incidents, with a special focus on national staff, gender and diversity-related risks

Dimensions of the Role


The RSA holds a Senior role. S/he is required to possess sound experience in Security risk management in INGOs, preferably both in Emergency and development.
The role requires hand-on-deck practical experience in developing humanitarian access strategies.
The role requires flexibility and adaptability. The RSA will work with a very wide range of staff with diverse profiles, knowledge, and capacity. S/he will need to provide innovative advice and solution for very different programs and staff (National and International, development and Emergency).
The roles require to be able to switch from practical technical advice to a strategic level of reflection.
It requires ownership and accountability.
It requires to be the ability to challenge security decisions and the status quo while providing sound argument and advice.

Supervisory Responsibilities:
Line Manager to the Roving Regional Security Specialist
Is the technical supervisor of all security appointments, including emergency roster security deployments within the region, and provides consistent guidance based on current security policy and procedures to ensure uniformity of practice across all countries
Oversee the maintenance and development of the regional security intranet security workspace and ensure regular current data is available for upload to PlaNET
Maintain records of security-related training programs across the region to ensure and oversee regional staff security training needs are being planned for and achieved.


Technical expertise, skills, and knowledge
Knowledge

Demonstrable knowledge in risk management, between 7 to 10 years of work experience with increasing managerial responsibilities in security roles with at least 3 years in the non-profit sector or NGO
Proven capabilities in planning, organising, and executing security operations in the field.
Experience in Sahel crisis, or Lake Chad crisis preferred.
At least two previous experiences as country security manager/advisor, in two different countries preferred.
Demonstrable experience in Humanitarian access Negotiation/ strategy.
Experience in Hostage Incident Management preferred.
Experience in delivering security training such as HEAT preferred.
Experience in Intersectional approach to security risk management (inclusive Security risk management) preferred
In-depth knowledge or work experience in post-conflict and/or complex emergency environments.
Deep and clear understanding of humanitarian principles, codes of conduct, and ideally, specific sub-sector work: protection, health, shelter, linked to INGO field operations contexts.
Good understanding and experience in neutrality in local conflicts and conflicting parties - interaction with all parties and maintaining a position of (humanitarian) neutrality is a necessity of the role.
In-depth knowledge in Security, Social Sciences, International Development, or related fields.
Demonstrable experience in security report writing and analysis (sample will be requested)
Sound knowledge of communications technology, including VHF, HF radio systems, satellite communications, cell phone mediums, etc.
