Title: Director Executive Protection Services
Description:
Under the direction of the Executive Director, Security Support Services, develop, coordinate, and lead executive protection operations throughout the organization. Coordinate the triage and response to emergent requests for protective services through organizing primary and auxiliary assets for immediate operational deployment. Manage the organizations Executive Protection-focused consultant and contractor partnerships and work to expand capabilities to fulfill emergent requests within each operational region in a timely manner. Oversee day-to-day executive protective services for select executives or at-risk staff. Lead contingency planning. In response to program assessment findings, improvement initiatives, and stakeholder feedback, develop and drive executive protection program maturity efforts as directed. Oversee the administrative requirements and professional development of the executive protection team. Keep informed of changing industry standards in protective services and manage the training, certification, and access to development opportunities for employees to ensure operational staff meet or exceed industry competencies. Serve as incident or operational commander during high-visibility or complex executive protection operations. Manage incident after action reviews and incident analysis to distill actionable insights for program improvement. Own the development and maintenance of executive protection policies, procedures, and guidelines. Coordinate external consultants or service providers when required for program development or operational support. Maintain close working partnership with internal stakeholders, including those in Threat Management, National Investigative Services (NSIU), Workplace Violence, and Regional and National Executives offices. Build and optimize processes for information flow, service requests, and event planning. Ensure all applicable KP policies are adhered to and legal or regulatory requirements are followed.
Essential Responsibilities:
Manage the delivery of executive protection services through the Shared Service Model and execution of a Service Level Agreement (SLA) between ESS-Security and the office of the Chief Executive Officer. The SLA will:
Define the scope and measure of services to be provided.
Review the available services that are provided.
Clarify service level expectations.
Set service value measures.
Serve as a basis for developing plans and budgets (for both NSS and the region).
Establish a baseline for performance measurement.
Enable the region to understand full capabilities of NSS for support.
Define RACI of services.
In cooperation with the office of Threat Management, develop and operationalize threat-intelligence networks for the mitigatory or reactionary deployment of augmented protective service measures. This includes intelligence gathered from open-source monitoring, direct and credible threats to KP employees or their families, and member and visitor behavioral monitoring. Own and maintain executive members risk profiles.
Manage the request for protective service process, including approval standards and operational deployment time standards. Coordinate the deployment of local or auxiliary protective service agents in response to approved service requests or otherwise identified emergent or planned needs.
In cooperation with the department of Technology Integration, Security Services, manage the departments review, business case development, purchasing, deployment and lifecycle assessment of technologies in support of executive protective operations. Keep abreast of changes to industry standards to technological integration in protective services.
Oversee systematic program quality and efficiency assessments to include advance assessments of BOD meeting locations and the use of TSCM for sensitive meeting areas such as the CEO office and Executive work area.
Own the protective service program budget, including annual forecasting, business case development, and contract spending while supporting the organizations pillar of providing high quality, affordable healthcare.
Build and maintain close working relationships with community partners, including local law enforcement, satellite FBI and other federal intelligence agency contacts, and auxiliary protective service providers.
Oversee the development and compliance of security-related training for executive staff or select employees, including executive administrative staff.
Routinely communicate with executive staff to ensure protective services are meeting quality expectations.
Be the point of contact and approver for all service requests for executive spaces.
Basic Qualifications:
Experience
Minimum ten (10) years security management experience with significant experience in executive protection program management.
Minimum five (5) years supervising protective service professionals, inclusive of performance management and deployment preparedness.
Education
Bachelors degree in Business Administration, Public Policy, Healthcare Management, Criminal Justice, Corporate Security, or related field from an accredited college or university.
License, Certification, Registration

Demonstrated knowledge of executive protection regulatory requirements, certifications, and industry standards for operations, technology, and service equipment.
Demonstrated knowledge security technology integration with an impact to executive protective operations.
Must be able to work in a Labor/Management Partnership environment
Preferred Qualifications:
Masters degree in any field from an accredited college or university with senior law enforcement/executive development training.
Professional affiliation with the International Security Management Association (ISMA), the Association of Threat Assessment Professionals, ASIS, other Criminal Justice/Public Safety organizations, and/or the International Association for Health Care Security and Safety (IAHSS) preferred.
Member of the National Healthcare Anti-Fraud Association or Association of Certified Fraud Examiners valued.
