Primary Role and Responsibilities
Job Description

The Country Security Manager is responsible for overseeing the day-to-day security management of all  premises and project sites, ensuring continuous monitoring and assessment of the country's security situation, referring to and implementing organization's technical security management guides and protocols. He/She will also advise the Country Director and senior management team on all safety and security issues and provide appropriate security training and coaching.

Missions: To ensure the safety, security and integrity of organization's employees, equipment, premises and programs in the country, including through continuous vigilance and anticipation of security risks, developing and strengthening context-specific risk mitigation procedures and rules, ensuring MOSS compliance of all  premises, preparing and updating evacuation and emergency plans, and providing appropriate security training to all staff.

1. Department management 
Supervise the recruitment and selection of a qualified national field security staff, make recommendations on promotions, disciplinary actions and dismissals of employees in consultation with the Country Director
Supervise and control national security officers, hotspots, guards and drivers.
Conduct frequent visits to organization's premises to carry out performance evaluations and provide constant support to the security team.
Maintain open lines of communication with all field staff.

2. Environmental and Risk Analysis:
Develop and regularly update the country's security data (including the socio-economic, political and/or military situation, the level of crime, the nature of ongoing conflicts and the climatic, seismic and epidemic risks of the country).
Follow major events and developments in the country
Analyze and localize local stakeholders
Develop analyses on security trends
Ensure that the internal incident tracking system is used correctly: create a database of security incidents and perform incident mapping and analysis.
Complete and regularly update the Risk Analytical Matrix (threat, probability, impact, vulnerability level, risk level)
Conduct security investigations of organization's new phase C intervention areas

3. Development and updating of Country Safety plans, SOPs and contingency plans Develop and regularly update the Country Safety Plan (CSP) for validation by the Country Director and approval by the HQ
Recommend changes in the Country Safety Plan to the Country Director and the HQ Security Department
Make Standard Operating Procedures (SOPs) projects adapted to the local context
Develop and regularly update the capital's evacuation and emergency plans and support Area Coordinators in the development of zone evacuation and emergency plans.
Ensure the preparation of evacuations and emergencies (control emergency kits, first aid kits, etc ...)..
Build and test a security communication tree (warden system), emergency radio network, and provision emergency supplies for field workers.

4. Day-to-day security management
Coordinate and monitor security activities to ensure that safety and security rules and procedures are implemented.
Ensure that all field staff are fully aware of security threats and fully informed on ways to reduce their vulnerability to these threats.
Control the security readiness level of the country staff and strengthen compliance with internal SOPs and safety rules, ensuring that they are known and understood by all staff.
Organize and control the implementation of risk mitigation measures and safety rules in accordance with the local context.
Ensure compliance with the Minimum Operational Security Standard (MOSS) and develop action plans to improve security
Carry out security investigations of organization's new premises, guarantee a standard level of protection of the premises and supervise the guards.
Ensure that missions have adapted their means of communication, and guarantee maintenance to support the Country Logistics team. Ensure a constant update of the emergency contact list and the timely issuance of identity cards.
Ensure an adequate level of preparedness before field trips, ensure that means of transport are suitable, guarantee fleet maintenance, and establish travel rules adapted to the local context to support the country's Logistics team. Ensure the operational follow-up of the movements.
Ensure logistical follow-up and maintenance planning for vehicles.
Lead security screening missions prior to the deployment of  employees to new areas and ensure that minimum safety standards are in place prior to installation
Support and participate in the evaluation of missions in phase C or D areas.

5. Crisis management
Adapting crisis management protocols to the local situation
Act as a key member of the crisis management team to ensure that security policies and procedures are implemented.

6. Reporting

Ensure that weekly/monthly safety reports are completed and sent to HQ, provide regular updates of all situation and security developments including investigations into security incidents.
Produce real-time incident reports (using Form SEC-03)
Send the updated TITANIC every month to the Country Director and the security department of the HQ.

7. Training and briefingMake safety briefings for any new international employee arriving in the country.
Build safety training modules to be validated by the Country Director and the HQ.
Determine training needs for security employees
Train national employees to develop their awareness of risks and sense of responsibility
Conduct all mandatory employee safety training (HEAT, training for drivers and guards, evacuation drills, fire safety, etc.).
Conduct surveys and retain lessons learned to integrate them into the training of future staff.

8. Develop and maintain a secure network
Actively participate in weekly and monthly coordination meetings.
Create an information network in the country, identifying key informants.
Build strong professional relationships with UN agencies, local authorities, other NGOs (local and international) and other relevant actors.

9. Ensuring external representation
Participate in security coordination meetings and keep the Country Director and HQ informed of ongoing security issues.
Contribute to the strengthening of a positive image and above all the credibility of the organization, in particular through the application of the Code of Conduct, values and policies of organization taking into account internal and external stakeholders.

Qualifications and skills required

At least 2-3 years of field experience in unstable areas; preferably in Africa, Asia or the Middle East.
Substantial experience in security procedures and management.
Established communication and organizational skills.
Ability to train, mobilize and manage national and international teams. Flexibility and ability to work under pressure.
Ability to work in an unstable and changing environment.
Be ready to work and live in remote areas in simple conditions.
Ability to be creative and independent, in the field and in the office.


Conditions:
Salary defined by the organization salary grid according to level of education, expertise, level of security and level of experience
Living allowance of 300 USD
Accommodation and food covered by organization: accommodation in a guesthouse or housing allowance (depending on the duration of the contract and the country)
Round-trip airfare and Visa supported by organization
Social security, mutual insurance (MSH) and repatriation assistance (SOS International) supported by organization.
