Title: Security Officer

JOB PURPOSE:
To contribute to daily management of WFP’s security operations to facilitate the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities.
The security officer will be under the direct supervision of the Field Security Officer and the overall supervision of the Country Director. With the final goal of enabling WFP operations in Mozambique, the security officer will be requested to:
Provide practical and well-reasoned security advice and support toward helping ensure an appropriate level of safety for WFP staff members and operations in compliance with security guidelines and procedures reflected in the UNSMS and WFP security related policies.
Ensure compliance with Security Risk Management (SRM) risk mitigation measures, Minimum Operational Safety Standards (MOSS) and Residential Security Measures (RSM) including evacuation and Fire safety plans as well as to undertake periodic physical security assessments of WFP premises in line with WFP and UNDSS rules and regulations.
Disseminate timely security advisories and reports of pertinent security incidents that may have the potential to impact WFP personnel, operations, and assets and maintain a database in SIMSAS of security incident that affect WFP and/or cooperating partners, maintaining a library of security documentation (SRM, RSM, Security plans and SOPs)
Provide on arrival Security briefings to WFP staff members and/or visits when appropriate or requested by WFP management as well as support the WFP L2 operation in Cabo Delgado when necessary.
Maintain an update database of WFP staff, offices, warehouses, and assets and ensure compliance with WFP and UNDSS safety and security regulations, including SRM and RSM measures, monitoring regularly its implementation.
Liaising with other security stakeholders within the UN and external to the UN including local government, police, INGOs/NGOs and implementing partners and monitor the security situation, making recommendations regarding upgrades/changes to existing security measures and working modalities if need be.
Provide technical oversight for contracted security providers and security suppliers.
Monitor/ensure implementation of Security Assistance Mission (SAM) recommendations.
Ensure staff receive appropriate and timely security information/awareness to undertake field activities.
Provide technical advice and support e.g. security assessments and plans to COs to strengthen the capacity within security management and crisis readiness and preparedness.
Contribute to the development of systems and tools for the monitoring and assessment of security situation needs in line with innovative methodologies and best practices.
Contribute in conducting context analysis in conflict affected areas of operations, determining the key characteristics and locations of non-state armed groups (NSAG).
Assist with communications and negotiations to garner security guarantees or “acceptance” for WFP to operate in NSAG’s areas of control.
Keep up to date with and advise upon local security developments and issues and the potential impact upon WFP operations to inform security and operational activities.
Contribute to monitoring and maintaining an effective security management communications system that enables rapid and co-ordinated security activities.
Contribute to productive relationships building with local partners to align activities and optimise the best protection for staff, activities and facilities.
Work in close collaboration with internal counterparts to align activities with wider programmes and ensure compliance with security policies and procedures.
Where supervisory responsibilities apply, manage security staff, providing coaching and guidance to ensure appropriate development and enable high performance.
Participate at local and inter-agency meetings e.g. Security Co-ordination Cells to present relevant security issues and contribute to technical discussions, exchange of knowledge and experience.
Support in organizing and delivering training sessions to build the security capabilities of WFP and external partners.
Prepare accurate and timely reports, e.g. mandatory Field Security reports that enable informed decision making and consistency of information presented to stakeholders.
Support the monitoring and evaluation of WFP activities, providing technical analysis and information as required to support the assessment of activity impact.
Follow emergency security preparedness practices to meet emergency food assistance needs.
Other as required.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
Language: Fluency (level C) in English language. Portuguese or Spanish or Italian is a prerequisite.
