Overview of position
Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms.

As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official. UNMAS is mandated to coordinate the mine action work as Chair of the Inter-Agency Coordination Group on Mine Action (IACG-MA) and its subsidiary groups, a responsibility established by the General Assembly (A/RES/72/75) and confirmed by the Security Council in 2480 (2019). UNMAS is also the global lead for the Mine Action Area of Responsibility within the Global Protection Cluster, as well as the Chair of the International Mine Action Standards (IMAS) Review Board and its Steering Committee.

UNMAS supports the entire system through a small team at headquarters, a humanitarian hub in Geneva, and some 3,000 women and men employed through funding in the field. UNMAS is a specialized, agile organization, which delivers concrete results in dynamic operating environments across the world. UNMAS approach is needs driven and people centred, guided by humanitarian principles.

In Burkina-Faso UNMAS is based in Ouagadougou but is expanding its activities to the benefit of the communities and of the 5 UN Regional Offices in country. Following an evaluation mission to Burkina Faso in June 2019, UNMAS aims notably at implementing training and Explosive Threat awareness sessions in the affected regions, to the benefit of the UN and humanitarian actors, as well as for field based agents from the Ministry of Security.

Role objectives

The main purpose for this particular position is the following:

• Deliver the UNMAS Burkina Faso IED Threat Awareness package to the benefit of Burkina Defence and security forces and UN implementing partners in the following regions: Sahel, North, North East, East, boucle of Mouhoun and Centre. A minimum of six monthly trainings, covering April through August 2022.

• It will include liaison logistic and support activities of the training in the said regions from its preparation to its closure

• Periodically review and improve the train material as required Prepare and conduct Explosive Threat Mitigation awareness and training in Ouagadougou and different locations in affected administrative regions

• In coordination with the chief of operations, prepare and maintain training and lessons plans for delivery.

• Contribute to prepare and/or update the relevant training packages.

• Prepare the relevant training aid kits.

• Report about all training activities performed in the provided locations.

• Propose all changing or training improvement assessed as necessary.

• Actively participate to the implementation and maintenance of UNMAS Burkina Faso IED incidents database and mapping.

Training officer component

• Assist in the production, implementation and monitoring of technical training documentation.

• Continuously look for areas of improvement in efficiency, effectiveness and safety of the programme with regarding to training for the beneficiaries

Project reporting

• Report about all training activities performed in the provided locations.

• Develop weekly, monthly and technical reports on training as required

Key competencies

Experienced in IED threat mitigation field through police or military career or equivalent (required)

• Thorough training and coordination of training experience (required)

• Flexibility to adapt training phases to the framework and local context and to react as necessary

• Ease in dealing with national security forces and authorities.

• Ability to work with and mentor national trainer

• Knowledge of the International Mine Action Standards (IMAS) and of the use of IMSMA are required

• Experience with the QA and QC process

• Knowledge of the UN system and procedures is an asset

• Computer literacy, in particular, experience of using Office software and IMSMA is an asset;

• Decision making capability to face unexpected situations

• Ability to work in multi-cultural context and environment

• Ability to travel and work in harsh living conditions
