Description:
In March 2014, anti-government protests in Ukraine led to the removal of a Kremlin-friendly leader from power, and Russia invaded and annexed the Crimean Peninsula. A month later, pro-Russian separatists backed by Russia began capturing territory from the Donetsk and Luhansk Oblasts (the Donbass region). In 2015, the peace Minsk agreement was signed, however never fully implemented and the fighting has transformed into a trench war over the past eight years. After having built up significant military forces on Ukraine’s borders in 2021, and after having recognized the independence of Russian-backed self-declared republics of Donetsk and Luhansk in eastern Ukraine, Russia launched on the 24 February a large-scale Russian invasion of Ukraine by air, land and sea targeting several regions and key cities including Kyiv.

Humanitarian situation

Heavy fighting and shelling continue across several towns and cities in Ukraine, with increasing human cost and humanitarian consequence. Most of these casualties were caused by the use of explosive weapons with a wide impact area. Reports of civilians trapped in towns and cities under shelling continue. Inside Ukraine, severe essential health supplies, fuel and cash shortages are reported, with heightened insecurity affecting access to basic services. Population movement remains fluid and according to latest figures by UNHCR, close to 900,000 people have now fled Ukraine to neighboring countries, while over 100,000 have so far been internally displaced. Real figures are considerably higher as corroboration is ongoing, albeit with delays and security challenges.

HI response to the conflict and its regional impact

HI has deployed two teams in the region, with one team deploying to Ukraine and a second team leading an assessment in neighbouring countries receiving refugees. The main objectives will be to assess more deeply the current context & environment, identify potential operational partners, meet with key relevant stakeholders on the ground and asses the overall needs of the population, and requirement to start operations. HI is therefore preparing to be able to deploy quickly a large-scale multi sectoral humanitarian response.

YOUR MISSION:

Under the direct management of the program director, your role, as Humanitarian Access & Security Specialist is to aimed at helping to ensure the safety and security of HI’s mission staff at all times through ensuring proper risk analysis, security frameworks and tools and protocols are in place and at the same time to supervise their correct and effective implementation.

The secondary objective is to develop HI’s capacity to analyse, dialogue, and negotiate in order for populations to fully access humanitarian aid. **

Responsibility 1: Operational security management
· Support the Director, Country Managers and Area Managers in the security watch.
· Follow the evolution of local, national, regional and international context.
· Support the diversification of information sources and capitalize information about key contacts.
· Develop his own networking in order to gather and cross check information coming from the field and from Director networks.
· Provide context analysis, potential scenario and mitigation measures through regular reporting
· Ensure the link with the Director, Country Manager, Area Manager and HQ Security Advisor to share and strengthen analysis
· Ensure that the program is in-line with HI’s security policy;
· Support the development, update and implementation of the security system for HI in the countries (procedures, documents and tools)
· Follow up the application of security procedures, analyses and formalized lessons learnt to Director, Country Manager and Area Manager.
· Propose to Director, Country Manager and Area Manager Improvements for the management of security in the program, and participate to the planning of security procedures implementation.
· Provide feedback and advice on security risks, as well as resources, security documents, strategies and good practice for security management of the HI activities into country including direction for future proposals.
· Conduct regular field visit for security assessments and support to missions
· Incident Management Support when needed and relevant
· Track HI’s acceptance among the community, ensuring an active acceptance strategy is in place.

Responsibility 2: Representation and coordination

· Represent HI in bilateral meeting with humanitarian actors and with local actors when requested by the Director
· Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities if required
· Maintain regular discussion and organize regular updates on security and context with the HQ security advisor.

Responsibility 3: Training and management
· Assess risk behaviour from HI staff (national and international)
· Provide training and on the job training toward persons who have security responsibilities in the missions
· Organize and provide extensive training on any security related issues to all HI staff; induction for new comers, regular briefing for international and national staff on security rules and procedures and any other specific training for staff.

Responsibility 4: Humanitarian Access
· Continually analyse the humanitarian context, identifying challenges to access, opportunities for improvement, and key actors
· Support Director, Country Manager and Area Manager in creating a program-specific strategy for improving humanitarian access
· Support Director, Country Manager and Area Manager in dialogue and negotiations to obtain access with authorities and key stakeholders
· Support Director, Country Manager and Area Manager on the preparation of exploratory visit and the opening of new areas.

YOUR PROFILE :
· You have a considerable and string security planning and implementation work experience gained in the context or field relief operations in insecure areas
· You have experiences of working with INGO and experiences of working with teams of people with varying experience of security planning and management
· You have a substantial experience in developing of security management
· You are fluent in Portuguese and English
· You are able to work under pressure and in response to changing needs
