Title: CivMil and Access Manager
Role Purpose:
Save the Children Ukraine is seeking a CivMil and Access Manager to provide Access and CIVMIL related strategic advice, technical guidance, and operational support and capacity-strengthening to Response Teams and Partner Organizations. Ensuring that response teams and partners are supported in terms of practical capacity to better interact and navigate working environments where the access environment is challenging, and/or parties to the conflict are present/exert control/influence over SCI's work.
Key Areas Of Accountability:
Operational support to Ukraine Response: Access/CIVMIL/Liaison Advisor (deployment):
To lead/advice on planning and operationalizing of strategies and approaches that will increase the reach, acceptance and safety of programs in difficult-to-access areas of operations. For example, via;
Development/drafting and roll-out of country-wide or context-specific;
Access framework/strategy (incl focus on acceptance, engagement, etc)
Operational guidance (adaptive, conflict-sensitive and contextually driven)
Access briefs (incl scenario planning; e.g. 'direct engagement', 'humanitarian corridors', 'urban warfare', etc)
Humanitarian Negotiations Plans
Direct support in;
Coaching and training of relevant staff (Humanitarian Negotiations, Access etc)
External Access and Civil-military Coordination and relationship building (contribute to improved coordination,
Establishing/sustaining dialogues with relevant CIVMIL actors to exchange information and ensure principled (respected) action
Access and conflict dynamics Monitoring and Analysis
Access/CIVMIL Stakeholder Mapping/Analysis
Security Risk Management/Programme Criticality/Access linkages (identifying and ensuring application of measures required to enable programmes to go forward securely, even in increasingly difficult environments)
Ensuring that lessons learnt are fed into country and strategy planning in order to improve quality of programming
Remote or direct support to Regional and/or Ukraine Response: Child Protection vis a vis State Security Actors:
Child protection sensitization/training of police, border security and military personnel in order to strengthen the protection of the refugee, unaccompanied, and other vulnerable children.
Supporting obligations to provide protective services, and the referral and support mechanisms.
Support development of harmonised policies and coordination mechanisms between immigration, police officials and other service providers.

QUALIFICATIONS AND EXPERIENCE
Master's degree in a relevant field preferred.
At least 5 years' experience in conflict analysis and/or Civil Military Coordination
At least 3 years field experience deployed in an active conflict environment
High-level written and analytical skills
Experience in liaising with diplomatic and multi-national organizations as well as international NGOs, other non-governmental organizations, and academic institutions
Highly developed interpersonal and communication skills
Experience presenting in high level meetings including donors, UN staff and other relevant stakeholders
Experience leading, training, and coaching a team
Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint, Access and other database/mapping systems
Knowledge of statistical analysis programs R or Python is an asset
Knowledge of GiS information systems is an asset
Background in both quantitative and qualitative analytical methods is an asset
Knowledge of forecasting methodologies and economic modelling an asset
Fluency in English, both written and spoken is required; ability to speak Ukrainian is an asset
Academic, practical, and professional knowledge and experience in the region is an asset.
