Job Purpose
The Security Coordinator – under line management of the Head of Delegation and technical supervision of the Regional Security Coordinator – is responsible for supporting the Head of Delegation in maintaining a comprehensive and effective 24/7 security management that will have a positive impact on, and enhance, personnel as well as asset safety and security.
Actively coordinating with security leads from ARCS and ICRC as well as with the wider security community, including the authorities and UN-led humanitarian access working group
Job Duties and Responsibilities
Access, contextual analysis and supporting programmes:
Lead on field movement planning and monitoring, in-depth analysis, context monitoring and incident tracking.
Undertake and provide support to field visits to monitor and assess context, challenges and identify solutions.
Support programme teams conducting needs assessments, including liaising with the teams on continuous security updates, checking on their safety and security requirements and adequately addressing them.
Support humanitarian context analysis (HCA) by collecting and analysing relevant data and providing inputs for developing programme designs and project proposals, especially for contextual developments which may affect humanitarian access.
Support programmes to use HCA for making decisions at strategic, tactical, and operational levels.
Work with the wider access and security community within Afghanistan on HCA that enhances the ability to address needs faster, more adequately, and with accuracy to enhance impact.
Conduct constant analysis of the political and security situation and its possible impact on IFRC operations and staff security and ensure that the Head of Delegation, the Regional Security Coordinator, and the Security Unit in Geneva are updated accordingly.
Conduct, when needed, detailed field security risk assessments of IFRC existing or new operational areas, prepare reports on the findings, and where necessary review/revise or develop area-specific security regulations.
Provide security briefings to programme staff arriving in country and leaving for field missions when needed.
Security assessments, planning and training:
Support the Head of Delegation on safety and security related matters in Kabul and other locations where IFRC staff are present or on missions.
Support the Head of Delegation in ensuring the implementation of the IFRC Minimum Security Requirements (MSR) and ensuring that IFRC Security Manuals and Training are updated/developed.
Prepare a checklist of all MSR and maintain a status update on compliance or issues to be addressed.
Ensure that all staff in fleet and security units (drivers and guards) are well trained on advanced First Aid.
Support the Head of Delegation in ensuring that IFRC premises have updated security plans, resources and that all staff comply with the plans.
Support the Head of Delegation in ensuring that all staff is properly trained on the security plans and that security procedures are understood, respected and applied by all personnel under IFRC responsibility in the country.
Analyze the security environment, identify threats and risks with the aim of providing guidance and advice to the Head of Delegation on measures to be taken.
Undertake regular field trips to monitor and assess the field programme security context and recommend measures needed to make it safe for staff on mission.
Keep a daily track of all issues pertaining to the security conditions by proactively gathering information, liaising with other organizations, tracing and checking trends and rumours, and adjusting safety recommendations accordingly.
Conduct daily monitoring of events, incidents and near-misses and assesses risks.
Conduct or participate in Security related trainings inside or outside the IFRC.
Support the Head of Delegation in ensuring that all safety and security related matters are effectively and efficiently assessed, resolved, recorded, and disseminated.

Security and safety risk management:
Support the Head of Delegation in incident management, including critical incidents.
Ensure continuous contact with the Head of Delegation and the Regional Security Coordinator during any incident in Kabul and/or in the field.
Report to the Head of Delegation relevant security issues daily, and/or as they occur, and give advice and recommendations on the office’s security regulations and measures to be taken.
In consultation with the Head of Delegation, make appropriate assessment, advice and follow-up for any field visit from IFRC staff or exceptional expatriate movements within Kabul and other locations in compliance with protocols and the Red Cross Red Crescent Movement security framework in Afghanistan.
Actively engage in the risk management process for Afghanistan, including updating and monitoring security-related risks in the Country Delegation’s security risk register.
Track all security incidents – including but not limited to those impacting ARCS, ICRC, UN, I/NGOs and the wider humanitarian community, both in Kabul and other areas where IFRC has offices, staff, operations, and programmes – and electronically update information maps.
Support on safety management, duty of care and business continuity planning in case of an emergency or sudden-onset disasters.
Prepare and share security and safety related information, including staff updates, for any incident that may occur in constant liaison with the Head of Delegation.
Ensure that all staff and new delegates receive security briefings, including on protocols for use of radio, phones and safety facilities, and ensure regular rehearsal or drills on security issues in office and residence.
Ensure all measures and equipment are in place for the safety and security of the IFRC premises, such as offices, residences, warehouses, other assets, and inventory.
Coordination and security capacity development:
Take a lead role on security coordination with ICRC and ARCS through monthly meetings and other complementary platforms to develop shared resources and data on risk and access mapping and security information gathering.
Attend security meetings held by the ICRC, INSO, UNDSS, and government security related departments, and ensure that verbal or written updates are provided to the Head of Delegation.
Support ARCS security and safety management and development in close liaison with ICRC and other partners providing expertise and support to ARCS security capacity enhancement.
Engage with UN-led working group on humanitarian access.
Develop and maintain relationship with security and access focal points of other international organizations.
Conduct security awareness as well as safety and security training to IFRC staff.
Reporting:
Immediately report any security incident involving the Red Cross / Red Crescent, UN or I/NGOs in the country to the Head of Delegation, Regional Security Coordinator and Geneva Security Unit.
Prepare weekly, monthly and quarterly security reports, including mapping, and submit to the Head of Delegation, the Regional Security Coordinator and Geneva Security Unit.
Prepare reports on HCA that include risks and recommended mitigation measures.
Support the Head of Delegation in preparing and reviewing incident reports.
Report any violation of IFRC security regulations by staff, including non-permitted movements, immediately to the Head of Delegation.
Contribute to Monthly Management Highlights and participate in Country Delegation management meetings.
Education
University Degree or equivalent relevant experience
Experience
10 years working with local and/or international organization as a security advisor/manager
Demonstrated experience in safety and security analysis
Working with communication equipment
Solid network and relationship with relevant security stakeholders
Previous experience with Red Cross / Red Crescent or knowledge (Preferred)
Experience working in hardship country
Knowledge in security assessment and developing operational plans
Knowledge, Skills and Language
Self-supporting in computers (Windows, Microsoft Office)
Ability to produce written documentation on a daily, weekly and monthly basis
Good knowledge of data management and data mapping for analysis and visualization
Supervision and management of staff
