ICITAP Surveillance Mentor - Somalia

Position Summary:
PAE is currently seeking a qualified candidate to serve as a Surveillance Mentor in Mogadishu, Somalia. The mentor will primarily focus on developing and training the Surveillance unit within the Somali Police Force (SPF) in physical and technical surveillance techniques to advance their counterterrorism mission.

JOB DUTIES AND RESPONSIBILITIES:
The mentor will be required to work with the other Surveillance mentor and routinely meet with Surveillance officers to train and mentor physical and technical surveillance learning requirements, providing expertise in surveillance, surveillance detection, and surveillance support.
Support the collaborative resolution of issues with Somali partners to enable the Surveillance team to execute mission objectives.
Support the development and execution of strategic plans and performance monitoring plans for Surveillance officers.
Monitor project indicators and compile data to demonstrate project progress.
Draft, edit, and review written reports including but not limited to, weekly reports, significant activity reports, and semi-monthly reports.

REQUIRED SKILLS AND QUALIFICATIONS:
Education:

Graduate of a certified federal, state or municipal police academy.
Bachelor’s Degree from an accredited university or equivalent professional qualifications and experience.
Graduate or Certification in a recognized Instructor Development Course with experience in classroom and practical exercise instruction preferred.

Minimum Experience:
20+ years of relevant experience in surveillance, technical surveillance or surveillance detection.

Additional Skills:
Overseas experience working in remote and austere environments.
Demonstrated experience in training, advising or mentoring foreign law enforcement or military surveillance units.
Demonstrated experience designing developmental curriculum.
Demonstrated experience leveraging the use of technology tailored to the Somali environment.
Demonstrated experience working with police forces in Somalia, Iraq, or Afghanistan.
Demonstrated experience building an international surveillance unit from the ground up.
Demonstrated experience tasking and coordinating training in resource-poor environments.
Experience working independently and without direction.
Proficient in Microsoft 365 or equivalent.



DESIRED QUALIFICATIONS:
Familiarity with the conduct of operations working in and around an embassy or consulate.
Respective country equivalent of overseas safety and survival training.
Qualified firearms instructor.
Experience as an instructor, trainer, or advisor on criminal justice programs.
