Description
In recent years, exceptionally high numbers of civilian casualties from explosive ordnance have been recorded. The delivery of effective explosive ordnance risk education (EORE) interventions to affected populations – in addition to clearance and other risk reduction programmes – is a primary means of preventing injuries and saving lives. In order to contribute to enhancing the protection of civilians from the threats caused by explosive ordnance, and in line with its multi-year strategy, in 2019 the GICHD stepped up its EORE efforts in support of partners across the mine action and wider humanitarian and protection sectors.
Situated in the Gender and Mine Action Programme (GMAP) division of the GICHD, the EORE capacity aims to raise the profile of the EORE pillar of mine action while also strengthening EORE tools, approaches and methodologies. At a global level, the GICHD provides support within the framework of the EORE Advisory Group and directly in the areas of awareness raising, support to humanitarian disarmament conventions (e.g., APMBC and CCM), development of guidance and e-learning courses, and sharing of good practices. In addition, it provides technical advice, support and training to partners at country level and fosters regional dialogue and coordination on EORE.
The GICHD is seeking to hire a Programme Officer who will provide substantive, organisational, logistical and technical support for the implementation and management of the Centre’s EORE projects. In addition, following an initial transition period, s/he will assume the role of Secretary of the EORE Advisory Group
Main Responsibilities:
General:
Support the planning, preparation and implementation of activities on EORE, including field travel (potentially to risky environments) to conduct visits, workshops and trainings;
Participate in and, where appropriate, present at conferences, meetings, workshops and other outreach activities;
Contribute to the development of publications by collecting data and information, drafting content and supporting the related dissemination in liaison with the Communications section;
Maintain and produce content for the GICHD website and social media concerning activities and events related to EORE, in coordination with the Communications section;
Support the EORE team in the monitoring of the financial overview for its projects, in close collaboration with Advisors, including through support for the financial monitoring of budgets, budget development, data improvement, as well as the compilation, analysis and presentation of financial data;
Assist with and contribute to project design, including preparing concept papers, funding proposals, budgets and narrative reports;
Contribute to the development and monitoring of EORE strategies and work plans, and to the provision of EORE-related RBM inputs;
Support the contracting and monitoring of external consultants, including design of terms of references, coordination of output and reporting, and administration of contracts, logistics and invoices;
Coordinate with colleagues from other divisions for joint activities.
Secretary of Explosive Ordnance Risk Education Advisory Group (EORE AG):
Plan and organise meetings of the EORE AG, in cooperation with the Chairs;
Communicate agendas for meetings;
Produce minutes of meetings held, collect comments and obtain the approval of the Chairs;
Assist the Chairs with the production and implementation of workplans;
Maintain a dedicated web space for the EORE AG, where minutes and other relevant documents are published;
Manage an online calendar of EORE-related events and meetings;
Act as the point of coordination for all EORE AG information circulation and data collection;
Liaise and coordinate with other forums and coordination bodies including the GPC, MA AoR and iMREWG;
Contribute to the general strategic thinking and planning of the EORE AG.
Other Duties:
Assist other risk education and project management activities as required, including on occasion overseas travel and assignments;
Bring innovative ideas and thinking and make suggestions for improvement;
Contribute to a positive and stimulating work environment;
Promote and streamline gender and diversity considerations;
Fulfil other tasks assigned by the EORE Advisor or GMAP Head of Division.
Operating network
EORE Advisory Group Co-Chairs and Members, as well as coordinators and members of the Global Protection Cluster and Mine Action Area of Responsibility;
Relevant staff of National Mine Action Authorities and EORE operators at working level;
Service providers and consultants.
Profile requirements
Essential requirements:
Minimum 2 years of previous work experience with international organisations or NGOs in mine action or humanitarian, protection, development, migration or public health sectors;
Experience in logistical/organisational/coordination support of a multi-organisation working group, network or community of practice and/or experience in a secretariat function;
Strong people skills and ability to work in multi-cultural settings with a wide range of stakeholders;
Excellent planning and organisation skills;
Proactive and innovative thinking;
Ability to respect and promote gender equality and diversity in all aspects of work;
Fluent verbal and written English as a working language.
Desirable characteristics:
Master’s degree or equivalent qualification in a relevant field;
Demonstrated interest in EORE or social and behavioural change communication;
Knowledge of stakeholders in mine action and/or the protection sector;
Experience with any of the following: producing communications content, planning and monitoring budgets, conducting RBM (or monitoring & evaluation);
A working level of Arabic, French, Spanish, Russian or other language spoken in explosive ordnance affected countries.
