Safety Adviser - INGO Forum Myanmar

The INGO Forum in Myanmar, which is hosted by NRC, is looking for a Safety Adviser to provide technical support to NGOs in Myanmar, as well as working to improve coordination and understanding of operational safety, and access to populations in need. The position is designed to support the improvement of organisational standards and operational practices – regarding safety and security – of Forum members.

There are two core elements to the position: firstly, to build the operational capacity of NGOs, in order for them to manage their staff’s safety and security, and secondly, consolidate, design and implement tools and clear information management processes – in close collaboration with the Safety Consultant – to support the access of affected populations to assistance.

The position will be based in Yangon and its scope will be countrywide. This position is open to national candidates and will require a significant amount of remote support.

Key Responsibilities
Develop a safety and humanitarian framework to support NGO operations.
Monitor trends, and stay current and well informed of political, security, humanitarian, and economic developments in Myanmar, particularly in sub-national locations by monitoring security management and humanitarian-related research and publications and sharing updates with workstreams and establish and maintain a resource database.
Coordinate safety meetings with NGO Focal points on a regular basis.
Provide safety and security briefings and updates when required.
Organise systematic training and build the capacity of INGO staff.
Ensure that key learnings are extracted from operations regarding safety and humanitarian practice and incorporate them into staff training development processes.
Coordination, facilitation and liaison with UN agencies and other external actors to gain and share key information useful to NGOs.
Ensure effective collaboration, between the INGO Forum Secretariat and relevant actors in sub-national locations.
Coordinate and facilitate any Emergency Response efforts.
Provide technical direction and project implementation support, as agreed with the Safety Consultant.
Provide overall oversight of safety and security work in sub-national locations, through the management and coordination of the linkages between NGOs – including development of Standard Operating Procedures (SOPs), supporting INGO Forum members on priority issues, external engagement, and raising issues related to access challenges in meetings.
Management and development of tools and processes to facilitate information sharing and coordination
Coordinate, facilitate and provide follow-up to regular national and sub national Safety and Security workstream meetings and capacity building workshops/training. Actively participate in Area Security Management Team (ASMT) meetings.

Required competencies, skills and experience

Required:
Minimum 5 years working experience with NGOs in a safety and security management / operational role. Experience within an operational NGO strongly preferred. Equivalent experience in other organisations, such as the UN, DPKO missions, the diplomatic community, donors, national governments and others, may also be relevant.
Well informed of current political, security, humanitarian, and economic developments in Myanmar and ability to consolidate and summarise relevant updates for members.
Proven ability to facilitate interactive virtual trainings and meetings in Myanmar Language.
Solid understanding of the UN system, principled humanitarian assistance.
Strong analytical skills and demonstrated ability in writing briefing papers and developing information products.
Experience in and ability to deliver interactive, remote, online trainings.
Knowledge about own leadership skills/profile. Strong ability to work within and lead a diverse team, as well manage projects independently.
Excellent communication and interpersonal skills.
Flexible and able to multi-task and improvise.
Excellent computer literacy.
Fluency in Myanmar and the English language, both written and verbal.

What we offer
Duty station: Yangon, Myanmar
Contract Duration: 12 months
Travel: approximately 20%
Salary/benefits: Grade 8 in NRC’s Salary Scale.
