Job description
The Risk Management Office (RMO) Somalia aims at creating the preconditions to minimize the current and potential security risks of GIZ staff and to ensure the secure implementation of GIZ projects throughout Somalia. The project’s main office is located in Hargeisa, Somaliland, but travel to different duty stations such as Baidoa, Mogadishu, Puntland and Jubaland is required.
Your tasks
Providing specific safety and security related advice to projects and portfolio staff either implementing or travelling in the area of responsibility, coverage of other assigned locations is planned in case of holiday replacement
Analysing security incidents throughout the specific assigned duty stations and collect, contextualize, and evaluate security related information, for Incident Alerts, Information Reports and Information Advisories
Advising and overseeing of the operations of the specific assigned duty stations, to maintain the security risk management system and clearance of field activities and movements
Assisting in the establishment of new areas of operations to include developing appropriate security concepts and expansion of GIZ’s current operational framework to new areas of implementation
Assisting the Project manager (m/f/d) and Senior Security and risk management advisor (m/f/d) in the ongoing process of developing context appropriate security concepts for GIZ’s facilities and implementation activities
Assisting in assessing static security (residences and offices), and implementing appropriate security measures
Supporting in the updating and developing appropriate pf procedures to include existing emergency procedures; preparing risk assessments, as required while ensuring staff members and consultants in the assigned duty stations are informed of the security situation and implement directives to safeguard employees
Liaising with a range of actors, local and national authorities as well as international state and non-state actors, and military forces in the specific assigned duty stations

Your profile
University Degree in social science, political science, modern history, risk, crisis and disaster management, project management, security management or an associated area, and specialized in issues related to crisis and conflict prevention or peacekeeping; Qualifying experience may be accepted in lieu of the university degree
Several years of relevant professional experience in security and/or risk management, as well as relevant working experience in a fragile/conflict-affected country, preferably gained abroad in Horn of Africa or the Near/Middle East is required
Experience in (remotely) leading diverse staff members at different locations, with excellent communication and mediation competence
Experience in the field of development cooperation or professional experience in development, humanitarian and/ or international organizations in a similar role
Very good analytical as well as communicator and mediator skills, perform well under pressure while manage multiple and overlapping tasks
Confident manner and able to put even complex messages across clearly and competently, both verbally and in writing, even if the subject matter is unfamiliar to the target audience
Business fluent in German and English
