This is a short term contract (4 months)
- Remote / In-country (the position might be required to travel to Afghanistan in Feb 2022, depending on organizational requirement)
- Reports to the Operations and Resilience Adviser (ORA)
The Security Consultant (SC) will advise CARE International in Afghanistan, by providing accurate security-related information to help senior managers make informed decisions; advising on how to maintain accesses to program areas, help to develop the capacity of national counterparts in the CARE Afghanistan Risk Management Unit.
The SC will support and maintain safety advisories which are in line with the CARE International Principles. In supporting CARE in Afghanistan to achieve its mission, the SC will advise ORA on how reduce operational risk and help in the preparation of the contingency plans for incident and crisis response. S/he will be responsible for developing the capacity of the National counterpart analytical reports of incidents. S/he will demonstrate a high level of socio-cultural, political and economic understanding of the context where CARE works. S/he will also develop a solid working knowledge of CARE's programs and have a strong understanding of humanitarian programming approaches.
S/he will be required to travel to Kabul (risk levels permitting). The SC will support the development of appropriate localized plans and provide expert technical assistance to field staff where necessary. Key criteria for success in this post are
An advanced ability to communicate issues of risk management in a credible and consultative fashion and able to work alone and within a team of National and International staff. A strong emphasis on this role is the continued development of skills and capacity of colleagues in the Risk Management Unit.

Qualifications:
Bachelor’s Degree in a field related to humanitarian work or risk management or equivalent field / operational experience.
3 years’ experience in assisting international organizations in developing countries to manage staff and program safety
3 years’ experience in working in an international organization
3 years’ experience in working in complex and hazardous environments
