PRO-telligent, a Tetra Tech Company, is seeking various levels of experienced Police Advisors to assist the Department of State (DoS), Bureau of International Narcotics and Law Enforcement Affairs (INL) Merida Initiative in Mexico City, Mexico. The selected candidates will be located in Mexico.
Advisor scope of work will include, but not necessarily limited to the following:
Assist the Government of Mexico (GOM) in developing more effective and transparent security and rule of law institutions, which work together effectively and cooperate with international partners to reduce threats from transnational and domestic crime, including terrorism, and improve border security and protect human rights.
Support the GOM state and society efforts to establish efficient, transparent, and accountable prosecutorial, correctional, and alternative justice systems institutions that respect human rights.
Assist the GOM in improving federal, state, and local governments’ operational ability to prevent and mitigate crime and terrorism, impact transnational criminal organization (TCO) cash flow, contribute to criminal cases against TCO leaders and members, disrupt TCO trust and corruptive relationships, and safely apprehend TCO and other high target offenders.
Improve border security, including building support to the new government’s efforts to secure Mexico's southern border.
The selected candidates must meet the requirement of one of the listed categories (Level I- IV). ALL personnel must be U.S. citizens and must have the ability to obtain a Moderate Risk Public Trust (MRPT) Certification. The selected candidates must have an MRPT before deploying.
Individuals selected will be assigned based on criteria outlined below (Level I-IV). Education may be substituted on a year-for-year basis for each year served in the professionally related field of employment
Level I: High School degree, FSI level 3/3 Spanish, FSI level 3/3 English, five (5) years of experience with U.S. law enforcement or military, experience briefing in Spanish and English.
Level II: Bachelor’s degree in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted), FSI level 3/3 Spanish, FSI level 4/4 English, five (5) years’ experience with U.S. law enforcement or military, experience briefing in Spanish and English.
Level III: Bachelor’s degree in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted), FSI level 3/3 Spanish, FSI level 3/3 English, ten (10) years’ experience with U.S. law enforcement or military, two (2) years of experience working overseas in an Embassy environment, two (2) years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs), experience briefing in Spanish and English.
Level IV. Bachelor’s degree in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted), FSI level 3/3 Spanish, FSI level 4/4 English, fifteen (15) years’ experience with U.S. law enforcement or military, three (3) years of experience working overseas in an Embassy environment, three (3) years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs), experience briefing in Spanish and English.
