Humanitarian Mine Action (HMA) Team Leader

Your main duties and responsibilities will be:


Strategic and Programmatic Development
Responsible for the ongoing development and implementation of DRC’s HDP programme strategy within the overall Saharawi Response (SR). In this capacity, the position ensures HDP strategic vision and coherence.
Provide strategic guidance to HDP programme staff on the overall objectives and strategy of the programme, ensuring consistency, quality, and timely implementation of the programme.
Lead and coordinate scoping missions and assessments for new programming, in collaboration with the Programme Manager for the Saharawi Response (SR PM).
In support to the Area Manager (AM) and SR PM, contribute to exploring fundraising opportunities to support the consolidation and expansion of the HDP programme portfolio.
Play a lead role in proposal development, ensuring project proposals are based on needs analysis, technically robust, professionally presented, reflective of best practices and in line with DRC’s global and regional HDP and SR strategies.
Support in the design and implementation of an integrated approach with other DRC programmatic components (e.g. Livelihoods, Advocacy, etc.).
Support in the development of an advocacy strategy for the HDP component.

Project Lifecycle Management
Lead and coordinate assessments/studies, baseline/endline evaluations and other quantitative/qualitative research tasks (including data collection and analysis, quality assurance, etc.), as and when required.
Plan, supervise and ensure quality and timely implementation of all EORE project activities in the field.
Ensure compliance with DRC's programmatic and operational procedures and standards, as per DRC’s programme and operations handbooks and data protection policies.
Develop and utilize tools, resources, and processes for effective project lifecycle management, including project kick-off / closure meetings, weekly/monthly/quarterly project work plans, task management matrix, etc.
Contribute to the procurement and management of all goods and services required for the effective implementation of the programme, including items for project activities as well as operational support.
Undertake field monitoring visits to monitor project implementation and support the EORE team in resolving issues, provide solutions and implement modifications as required.
Support the development and implementation of strong and responsive monitoring, evaluation, accountability, and learning systems for the EORE programme, including design and rollout of M&E tools and processes, information management systems and databases to measure programme quality and impact.

Reporting
Prepare weekly/monthly/quarterly work plans and reports. Keep monthly records of the EORE team’s progress & activities.
Ensure that all reports from the field are properly completed and submitted in a timely manner.
Ensure timely internal reporting to the SR PM, AM, HDP Regional Coordinator and other relevant stakeholders.
Produce comprehensive, quality, and timely reports for donors, humanitarian partners, and authorities.

Financial Management & Operations
Ensure the effective and efficient financial management and utilization of HDP program resources, including authorization, monitoring and tracking of expenditures against budget, BFUs’ review, expenditure forecasts, over/under spending anticipation and budget revisions.
Contribute to the effective implementation of all operational support activities, including those related to administration, finance and supply chain, so as to ensure smooth and timely project implementation.

Coordination
Liaise with local authorities, community leaders, beneficiaries, partner organizations and other key relevant stakeholders to ensure the smooth implementation of EORE programme activities.
Maintain good relationships and communication with other mine action organisations, including those involved in survey, marking and clearance, and mine victim assistance to ensure good coordination and shared knowledge.

Staff management/supervision & capacity development
Directly manage the EORE Team lead and Deputy team lead.
Coordinate and lead the EORE project team in the effective and timely implementation of HDP project activities.
Continually assess the capacity building needs of the EORE project team and lead the development and monitoring of individual capacity building plans for each team member.
Develop the technical and professional capacities of the EORE project team through training, coaching, mentoring and on-the-job learning. This includes conducting training for the EORE officer, refresher trainings for EORE assistants/facilitators, and ensuring the skillset of the EORE staff are aligned with internal, international and national standards.
Ensure that the EORE project team have all the necessary materials and equipment needed to carry out the designated activities.
Support the effective management of the EORE team’s human resources by assisting in drafting / reviewing ToRs, coordinating staffing plans, and leading human resource processes related to leave, recruitment and appraisals.

Other
Conduct other tasks as requested by the Area Manager and SR PM for the effective implementation of DRC’s programmes and advocacy strategy.

About you

To be successful in this role we expect you to have following:

Experience and technical competencies:
Minimum of 5 years’ experience in managing humanitarian mine action programmes with proven EORE experience.
Prior experience working with NGOs is an asset.
Excellent working knowledge of International Mine Action Standards.
Excellent knowledge of community support activities.
Proven experience and knowledge of information management and analysis, IMSMA and Base Camp Garmin. Other GIS software is an asset.
Excellent reporting and proposal development writing skills.
Excellent communication and interpersonal skills.
Ability to work away from home within remote environments for extended periods of time.
Well organized, proactive, flexible, and trustworthy.
Computer literate (MS Office and ERP).
First Aid course.

Education:
Higher education – bachelor’s degree preferably in the fields of sociology/social science/teaching or any other relevant fields.

Languages:
Fluent in English both spoken and written.
Working knowledge of Arabic, Spanish or French.
