Duration of contract: two (2) years with possibility of extension for maximum one (1) year. After such period incumbent may be transferred to another Duty Station.

OVERVIEW OF THE FUNCTIONS OF THE POST
Under the direct supervision of the Director of the UNESCO Iraq, the incumbent also reports for security -related matters, to Head of ADM/Security at Headquarters. The incumbent will be initially based in Baghdad, Iraq serving the Arab Region.

In particular, he/she will be responsible for the following duties:
Provide substantive inputs in the forecasting of the evolving security environment and UNESCO's security and operational responses.
Support the development of risk management strategies and drive planning using situational awareness, critical thinking and logic to detect and interpret early signals, emerging trends and analysis of multi- dimensional threats that may impact security. Identify the strengths and weaknesses of different solutions, conclusions, or approaches to problems.
Prepare, review, implement and support security planning, security risk management documents and risk management-based security solutions through innovation and creativity. Provide written analysis of security trends and reporting of incidents. Participate in meetings, committees and task forces, prepare papers on security issues, deliver briefings provide responses, as needed.
Advise on, and support, the inclusion of security in all stages of UNESCO's activities and programs. Provide advice and support to line managers responsible for security. Enable the delivery of mandates and programs through direct operational assistance. Support and collaborate with relevant parties, building consensus to ensure alignment and support for security operations and initiatives to best enable UNESCO's activities.
Monitor and contribute to activities that relate to the implementation and evaluation of preparedness and compliance; drive results that help support efficiency and effectiveness of operations.
Strengthen awareness and capacity of relevant personnel by supporting the development, update and delivery of contextually relevant security training and advice.
Support organizational resilience and contingency planning, crisis decision-making, and the development of disaster recovery and business continuity plans, by providing information and analysis including situational monitoring and updates. Assist with internally relocating personnel and assets in a conflict zone or supporting the development and implementation of evacuation plans from a country.
Without any prejudice of UNESCO framework of accountability, he/she will support the local Designated Official (DO) in the context of the United Nations Security Management System (UNSMS) structures and policies, under the coordination of the local Principal/Chief/Security Adviser.

REQUIRED QUALIFICATIONS
Education

Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required.
A first level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period. Qualification with Command experience, and training in security risk management (SCP, SSAP and HIM certified- SSAFE, First Aid TOT).

Work Experience
Minimum of four (4) years of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, disaster, post disaster rehabilitation and reconstruction, or emergency management and preparedness in the public or private sector areas, of which preferably 2 (two) years acquired at international level.

DESIRABLE QUALIFICATIONS
Work Experience

Experience in planning, design, implementation or review of risk mitigation measures related to operations and/or humanitarian assistance impacted by insecurity.
Management experience in the public, private or corporate sector. Specialized experience in such areas as security programs, risk assessments, or analysis.
Exposure to and experience in UN or field operations, especially in Middle East and/or high-risk duty stations, and emergencies in an international capacity in various geographical locations.

Skills and competencies
Understanding of global security challenges.

Languages
Working knowledge of another UNESCO language (French, Chinese, Russian, Spanish).
