Overview of position
After completing clearance work in Eastern Sudan, our client Sudan is focusing on clearing landmines and ERWs for humanitarian purposes in South Kordofan and Blue Nile, the most contaminated states in Sudan due to ongoing armed conflict since 2011.
The objectives of this project are to: (i) Enable safe humanitarian aid delivery through survey and clearance roads and area in South Kordofan and Blue Nile contaminated by landmines and ERW; (ii) Reduce casualties among the Sudanese population, refugees and humanitarian actors through risk education; and, (iii) Improve coordination and monitoring of humanitarian mine action across Sudan.
Role objectives
· Provide direct technical support to Sudan National Mine Action Centre Sub Office and Implementing Partners, in response to the MA needs and priorities in South Kordofan state.
· Supporting NMAC sub offices in South Kordofan state on quality management, operations management and oversight of mine action activities.
· Provide mentoring and on the job capacity building support to NMAC Sub Office staff and Implementing organizations.
Expected output
· Provide technical support to NMAC Sub Office in accreditation, tasking, monitoring, quality control and reporting.
· Provide QMS in mine action training to the NMAC sub office and mine action organizations staff to ensure application of QMS in Mine Action based on IMAS 07.12 and SNMAS 07.01.
· Manage and conduct quality assurance and monitoring of the mine action activities and operations in South Kordofan on land release, MRE and Victim Assistance, and ensure monitoring data is captured in IMSMA for analysis and continual improvement;
· Provide guidance on any specific corrective and preventive actions to be taken by mine action organizations, following an inspection, which finds a critical non-conformity;
· Undertake investigation and take part in Board of Inquiry of demining accidents and or other circumstances that requested by NMAC and directed by our client;
· Manage and support undertaking of impact monitoring and evaluation of the mine action services in South Kordofan, through guiding, and overseeing the implementation of related procedures, checklists and questionnaires. Provide training and analysis of data and ensure proper communication of the results with mine action stakeholders.
· Manage and provide mine action related trainings to the NMAC staff and also to the implementing organizations including basic demining, supervising, non-technical survey.
· Convene operational review meetings on regular basis to identify the areas for improvement and contribute to continual improvements in mine action operations and services.
· Manage our client sub-office and participate in local UN coordination meetings, and coordinate with relevant humanitarian and security stakeholders in the area such as UNDSS and OCHA on the safety of all humanitarian actors;
· Coordinate, facilitate and prioritize all operational tasking for MA within the area of deployment considering stakeholders needs and priorities;
· Update prioritization/operation plan through collection and analysis of hazards information provided by implementing partners and IMSMA database, and requested clearance by local people and or other stakeholders;
· Supervises grants/contracts with all mine action partners to ensure contractual conformity and humanitarian principle;
· Ensure close and effective interaction and coordination of the integral aspects of mine action, such as survey, land release, Victim Assistance, Mine Risk Education and QA monitoring/QC;
· Ensure that the Standard Operating Procedures (SOP) of mine action organizations are in compliance with Sudan NMAS and IMAS, and mine action organizations are conducting safe and effective Mine Action Operations;
· Conduct trainings in the field of Ops/QA and other technical areas of mine action for national partner as part of national capacity building.
· Depending on the role which this position will be assigned to within the project administration setup in a specific country/programme (i.e. office structure, DOAs, ATLAS functions, segregation of duties, etc.), the incumbent will have responsibilities determined by our client rules and regulations embodied in its regulatory framework - Organizational Directives, Administrative Instructions and other documents as periodically issued and updated by our client. Reporting lines with regards to compliance with our client rules and regulations are ultimately to our client Director Peace and Security Cluster through the respective Portfolio Manager. In addition, division of responsibilities when it comes to administrative processes in support of the programme objectives will be as determined for each country office and confirmed in writing by our client Director of Peace and Security Cluster;
· Other tasks as directed by the Senior Operations Manager.
Project reporting
· Reporting on weekly, monthly, and quarterly basis on progress to Programme Manager.
· Report on coordination and other issues on ad-hoc basis as required / requested
Ensure that all reporting is entered to IMSMA
