General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:
Education:

Second-level university degree in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Additionally, this particular post has specific requirements:
Mandatory:
Proven managerial experience.
Strong familiarity with the themes and challenges for security/law enforcement in countries in transition;
Ability to identify and analyse emerging security problems and propose solutions.
Professional fluency in English both oral and written, and demonstrable organisational, analytical, communication and interpersonal skills.
Demonstrated ability to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.
Computer literacy with practical experience in Microsoft applications.

Desirable:
Progressively senior managerial experience.
Previous international/field mission experience.
Significant professional credibility in security sector management/security sector reform/governance and law enforcement or international law enforcement co-operation;
A demonstrable professional experience of working against organized and/or transnational crime would be a distinct asset for this role;
Knowledge of the context and current issues for the Mission area.


Tasks and Responsibilities


Under the general direction and supervision of the Head of Presence and Deputy Head of Presence, the Head of the Security Co-operation Department is responsible for developing and implementing a distinctive and impactful programme of support and capacity building to help Albania tackle her highest priority security challenges. The Head of the Security Co-operation Department is also the senior internal advisor on mission security.
Overall responsibility for and management of the staff and the performance of the Security Co-operation Department, including its policy and strategy development, planning, reporting and budgeting;
Working with the Head of Presence and top level national interlocutors in the sector to develop and implement a programme of work that distinctively and effectively addresses Albanian and OSCE priorities;
Advising the Head of Presence in the effective advocacy of the department's goals and accomplishments and liaising with other key personnel in the Presence, the Secretariat and OSCE institutions;
Developing and maintaining active contacts with national and international partners in the sector to sustain our role, reputation, influence and awareness;
Fund-raising from international partners for additional Department projects;
Representing the Department in various inter-institutional steering and working groups and other forums in Albania and abroad

Other duties as assigned by the Head of Presence and Deputy Head of Presence.
