Job Overview :
Provide strategic guidance and oversight for the organization LES (Law Enforcement and Security) capability through the provision and maintenance of doctrine, best practice Standard Operating Procedures and resources relevant to the conservation environment, scalable to various threat environments and compliant with human rights standards.
Responsibilities:
• Develop and maintain relationships with key suppliers, coordinate equipment purchases to ensure economies of scale, development and research of equipment capabilities, where needed;
• Promote development of in-house leadership, technical and training capacity among parks LES personnel.
• Conduct strategic needs assessment and guide design of the LE strategy and operations plans for new parks;
• Provide key mentorship for park LES operations as needed;
• Audit LES SOP implementation and guide technical compliance at park and
organizational level;
• Guide implementation of the APN Human Rights program for park LES units.
• Oversee the maintenance and development of LES refresher and advanced training
standards within the organisation (liaison Chief Instructors);
• Maintain and update the APN LES doctrine including SOPs and training manuals;
• Maintain a LES reporting database for all training reports, incidents, investigations and
assessments.
• Oversee the establishment and maintenance of an appropriate network intelligence
capability (liaison Intelligence specialist);
• Provide relevant intelligence, security and Law Enforcement briefings to the Executive
when required;
• Conduct extensive travel to Parks in the organization network across Africa;
• Provide technical advice for LES grant development and implementation and coordinate
relevant reporting.
Capabilities, competencies and experience
• More than 10 years of experience in Law Enforcement and Security in Africa.
• Ideally – experience in Conservation
• Team leadership capabilities with a focus on People Development
• University (Master) or Military Academy (Officer) level educational background;
• Fluent in English and French (Portuguese an advantage)
• Strategic thinker with an eye for detail and with excellent writing skills
• Ability to plan and to articulate a plan both on paper and orally to a senior audience
• Highly proactive, pragmatic and solution-focussed;
• Have excellent inter-personal and communication skills.
