Position Summary:
The Global Security Manager is the senior-most position in Project HOPE focusing on security for a portfolio of health-focused relief and development programs including the Latin America Caribbean region, Asia, Africa and the Middle East. The position will develop and enforce global security policies while working with country security focal points to ensure that localized security plans and standard operating procedures are maintained. Particular attention will be required for program operations in rapid-onset disaster and other high-risk contexts. Ongoing training and mentorship of staff and the reinforcement of a strong culture of safety and security are expected of this role. The Manager will serve as Project HOPE’s lead to ensure security actions, strategies, policies, and guidance are aligned with HOPE’s values, and ethical standards of duty of care for all staff. The Manager will coordinate with relevant stakeholders to develop and manage a Crisis Management Team (CMT) and convene the CMT as needed. The Manager and the CMT will coordinate with the Senior Leadership Team (SLT) as appropriate. This position will be a core member of HOPE’s emergency response unit, deploying as necessary to rapid-onset disasters.
Principal Responsibilities
Global Safety and Security Strategies
Develop and/or provide a comprehensive review of organizational security documents, including policies, procedures, guidelines reporting mechanisms and report templates, including estimated implementation costs and use of outside resources and third-party vendors where appropriate.
In consultation with the line manager, identify priority countries for security risk assessments and develop operation plans for to conduct work and new business activities.
Provide technical oversight and support of field-based security focal points in higher risk environments and complex contexts, ensuring regular reviews of and compliance with security procedures.
In conjunction with Project HOPE Global Health leadership, review global security strategy and make recommendations to senior leadership for next 3 to 5 years.
In collaboration with Human Resources and the Chief Health Officer, support the application of internal safety standards with respect towards COVID-19 and other infectious disease threats.
Security Management Systems Development
In coordination with the line manager, the Global Health Support Unit and HR, assess needs and make recommendations regarding travel protocols, travel benefits, external risk management, and security information and tracking services, including the implementation of a Travel Tracker System, to ensure the safety and security of all HOPE employees during travel, with emphasis on those deploying for disasters or to insecure or complex environments.
In conjunction with the line manager and the Director for Emergency Response and Preparedness, review emergency communications equipment and systems and requirements, including but not limited to SatPhones, BGANs, two-way radios, and fleet GPS tracking/geofencing.
Develop system process for the timely delivery of security orientations, trainings and personal security for field related travel.
Develop security briefing materials to ensure all employees and travelers understand and adhere to HOPE’s security protocols and policies.
Review/revise, strengthen and manage Serious Incident Report system, and including collection and analysis of incident data.
Review and revise, as necessary, security guidance and requirements for new field offices and guest houses to ensure safety and security of staff.
Provide guidance on security standards for in-country hotels and other venues where HOPE and its partner hold events, trainings or provide services.
Risk Assessments
Conduct risk assessments and/or arrange third party risk assessments to be performed in priority countries and assess risk in existing countries to strengthen HOPE’s global safety and security standards.
Assess emergency communication protocols and availability of appropriate communications technology; update the emergency communication contact list; and orient all staff to emergency communication procedures and technology; and document necessary and appropriate procedures and protocols.
In consultation with the line manager, Regional Directors and Country Directors, review and revise the program and organizational safety and security manuals and conduct ongoing risk assessments and maintain HQ repository of plans.
Provide risk analysis and mitigation information for concept notes, proposals and budgets.
Organize and conduct table-top/mock exercises, especially in high- risk countries to orient staff on operationalizing crisis management and to mitigate risk. Monitor performance and make recommendation for improvements.
Ensure ongoing updates and revisions to all country and organizational security manuals are maintained.
Global Security Monitoring and Risk Mitigation
Monitor the global security environment to assess impact on HOPE’s offices, programs and staff, and provide guidance accordingly.
Maintain contacts and relationships with appropriate international agencies, embassies and other official security resources, and liaise with other NGO security managers and working groups, such as UNDSS, INSSA, GISF, and INSO.
Serve as HOPE’s primary point of contact for security matters and coordinate multi-directional flow of information among senior management, HQ program teams and offices.
Evaluate available training resources for staff or develop/conduct training programs to raise awareness and build security and emergency management skills of all HOPE staff, with emphasis on staff deploying for emergency response and those working in insecure or complex humanitarian environments.
Make recommendations for continued security monitoring and risk mitigation efforts.
Emergency Response
Deploy as needed to new areas of operation, including with emergency response teams, to conduct rapid safety and security assessments, liaise with relevant security actors, including UN, NGO and local or regional authorities, and develop security guidelines and contingency plans for HOPE staff members.
Crisis Management
Serve as primary coordinator of the Critical Incident/Crisis Management Team, call meetings, ensure decisions and next steps are appropriately documented and communicated.
24/7 availability to provide support for major security emergencies, as needed.
Develop/review/revise HOPE’s Critical Incident/Crisis Management Plan and ensure it continues to be a living document.
Make recommendations to ensure crisis/critical incident management practices are maintained, including trainings or simulations as needed.
Serve as focal point for review and response to field-issued Serious Incidence Reports, coordinating with Global Health, Human Resources and Compliance departments as required.
Coordinate with the line manager, Regional Directors, Country Directors, Team leads and Response Managers and HR to ensure appropriate MedEvac, hibernation facilities and security evacuation planning in insecure and complex environments.
Required Knowledge and Skills:
• In-depth knowledge of security requirements as they relate to international development programs and excellent understanding of importance of working with local partners in their environments (risk mitigation vs risk aversion approach).
• Interest in and understanding of geopolitics as it relates to security issues.
• Demonstrated ability to quickly analyze situation and problem solve.
• Strong organizational skills, and the ability to be flexible and calm under pressure.
• Demonstrated resourcefulness in setting and juggling priorities, guiding people and managing resources.
• Excellent communication skills (both written and oral).
• Strong understanding of multiple communication and tracking modalities, including but not limited to Satellite Phones, BGANs, VHF, VSATs, two-way radios, personal and fleet GPS systems and panic buttons.
• Strategic thinker and tactical planner.
• Strong writing and presentation skills, including PowerPoint and Excel.
• Good sense of humor a plus
MINIMUM QUALIFICATIONS:
• Bachelor’s degree in a relevant field and advanced training and course work required.
• Minimum eight years relevant experience, with at least two years providing overall safety and security guidance, utilizing a community acceptance model, in high-risk environments.
• Proficiency in reading, writing and speaking English
PREFERRED QUALIFICATIONS:
• Working knowledge of a second language, French, Spanish, or Arabic preferred
• Advanced degree in international relations
