Summary:
This position is in direct support of the Department of State WASS Program. It entails CONUS and OCONUS operations supporting US Diplomatic Security and Counter Narcotics engagement efforts in various nations. This position provides shared services and reporting to the AAR Deputy Operations Manager. Performance includes support to the Global Mission Center (GMC), and programs in Costa Rica, Peru, Guatemala, and Panama. Responsibilities include advising, assisting, and establishing/maintaining effective force protection, medical (disease prevention), and security (physical) protocols, measures and procedures in suport of program and Partner Nation requirements/operations. Advise and assist responsibilities range from the tactically deployed unit level to broader programs at the command level. The program seeks to build into the Partner Nation programs an enduring US standard of force protection, medical, and physical security. This role requires the employee to be fully vaccinated against COVID.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Duties and Responsibilities (vary by location).
- Work directly with AAR Director of Operations/Staff, US Embassy, INL/A (SAA), Partner Nations and senior leadership to advance identification, planning and advising to create and environment capable of sustaining standards of health and security.
- Work directly with the SAA, USG officials and Partner Nation on all facets of capacity-building Nationalization requirements. Identify and collaborate with assigned ODAs, DEA, US Homeland Security, SAOs, OSCs, and MAAGs.
- Produce plans, advise policy makers, and establish milestone calendars which promote measurable and sustainable progress towards independent operations. Manage and report progress to AAR Director of Operations/Staff and DoS SAA.
- Identify environmental conditions/risks that present pathogenic bacteria infections such as Tetanus, Typhoid Fever, Diphtheria and or vector borne diseases such as Malaria, Dengue, Plague, and Yellow Fever and institute preventive measures.
- Manage, guide, and orchestrate progress in medical/security and force protection protocols including improvements to health standards, physical security, and personal safety.
- Advise the Partner Nation in promoting progress in medical/security, force protection, and sustainability of forward deployed units.
- Excellent communicator and articulate writer capable of senior headquarter staff work in a fast-paced environment.
- Bring best practices IOT establish actions required for short and long term management of the sites medical/security needs.
- Conduct site assessments to determine medical and security force protection conditions, analyze data, and implement medical and personnel protection field standards.
- Bring/develop expertise in a potentially wide scope of topics and serve as the Director of Operations subject matter expert.
- Temporary deployments to austere locations in Peru, Costa Rica, Panama and Guatemala or as directed.
EDUCATION REQUIRED:
-B.A./B.S degree and or combination of education and related experience.
SKILLS AND EXPERIENCE REQUIRED:
Minimum 15 years experience in leadership/management and/or operations support positions.
Experience in military planning and the military decision-making processes.
Experience in establishing and maintaining support base medical, force protection and security protocols in remote or austere environments.
Experience as a senior staff member at a military or agency headquarters or major metropolitan law enforcement division.
Proficient in Spanish at a minimum Level 3 for speaking, reading and writing.
DOS Secret Clearance Required.
Proficient/Experienced briefing high level customers.
50% International Travel required.
Proficient/Experienced in producing professional style written documents.
PREFERRED:
Military medical training course 18D, Navy Seal/Marine Force Reconnaissance, Special Operations Combat Medic (SOCM), Air Force Combat Medic (Pararescue-PJ).
Combat and/or contingency operations experience as a planner and or operator.
