General Minimum Requirements
The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission


Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:
Second-level university degree in a field related to security and safety matters or evidence of specialized training or proven experience in law enforcement, security and safety matters in a civilian or military environment. First-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.
Ability to identify and analyze emerging security problems and propose solutions

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:
Education:
Second-level university degree and/or certified training course in a relevant field. First-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.

Experience:
Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements
Additionally, this particular post has specific requirements:

Mandatory:
Second-level university degree in security management and/or proven relevant work experience in law enforcement, security and safety matters in a civilian or military environment in senior positions. First-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
Minimum 6 years of working experience in security management with international organisations, including at least 3 years at the management level relevant to the actual position;
Solid experience with drafting security plans, Standard Operating Procedures and conducting security assessments;
Proven experience in managing a security Warden System and/or Emergency Communication System;
Professional fluency in oral and written English;
Proven leadership and staff management skills;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Cultural sensitivity and judgement;
Flexibility and ability to work under pressure and with limited time frames;
Driving licences including ‘C’ category for armoured vehicles.
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability to operate windows applications, including word processing and e-mail.

Desirable:
International field experience in senior security management related positions;
Proven completion of formal Security Management courses;
Proven investigative skills;
Experience with working in Database Management;
Knowledge of local languages.

Tasks and Responsibilities
Under the direct supervision of Chief of Mission Security, the incumbent will be responsible for:
Supporting and advising the Directors of the OSCE Regional Centres on all security matters within their Regional Centres and Field Offices and on special security arrangements and plans and ensures their implementation;
Assisting Chief of Mission security by drafting Mission wide Security Risks Assessments (SRA) and updating SRA on annual basis;
Developing control and mitigation measures for all the identified security threats for all regional centers;
Developing Security Plans for all Mission’s Regional Centres and contributing in drafting of the Mission wide Security and Evacuation Plan;
Liaising with the HQ Security to inform on the threat level in the regions under their responsibly;
Liaising with other international organisations within his/her areas of responsibility;
Establishing contacts and negotiating with other organizations operating in the region on matters of protection, defining security levels and co-ordinating subsequent action;
Co-operating with the Building Management Services Section and HQ Security on security assessments of OMiK (Mission) premises and its implementation and upgrading;
Ensuring development and implementation of procedures to provide physical safety of staff and premises;
Conducting regular inspections of Mission premises to ensure that security and safety procedures are in force;
Ensuring that the overall Mission’s security plan is implemented and is functional in the regional areas of responsibility;
Taking responsibility for investigations of accidents and incidents related to Mission staff and premises;
Assisting in developing guidelines to streamline procedures to be followed by security staff;
Providing regular staff training to enhance their performance and skills;
Organizing and supervising possible evacuation resulting from e.g. fire or bomb threats in close co-operation with the Kosovo Police, Fire Brigades, Mission’s Fire and Safety;
Being responsible for the overall supervision of the security staff under his/her supervision in all of the Regional Centres , working in close co-operation with the Directors of the Regional Centres concerned and deputize for Chief of Mission Security when required;
Performing other duties as required.
