Community Police Operations Advisor – Police Advisor IV (CARSI – Guatemala)

We are presently identifying candidates for the following position: Community Police Operations Advisor – Police Advisor IV (CARSI – Guatemala). This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Guatemala City, Guatemala on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:

Minimum Qualifications

U.S Citizen
Moderate Risk Public Trust (MRPT) Security Clearance
English FSI Level 4/4
Spanish FSI Level 2/2
Bachelor’s degree in International Relations, Law, Law Enforcement, Police Science, Public Policy, Sociology or related field and 15 years of experience working in community policing, these can be substitute for
Twelve (12) years of experience in the field of specialty, with at least ten (10) of those with U.S. Law enforcement or military, three (3) working overseas in an Embassy environment, and three (3) years in Community Policing,
Three (3) years of experience working with gang suppression task forces, anti-gang or counter- gang programs or operations, and/or as a police officer.
Experience living and/or working overseas in a governmental capacity.
Ability to speak, comprehend, read, and write effectively in English (4/4) and Spanish (2/2).
Possess a valid driver’s license and be able to complete the U.S. government Incidental Driver’s Certification at Post.
Possess, and be able to maintain, a passport with no travel restrictions.

Responsibilities
Advises and assists the Citizen Security Program Officer (CSPO) and works closely with other INL Third Party Contractors, USAID, other U.S. Embassy agencies, and Guatemalan government officials on all aspects of INL citizen security.
Helps identify, develop, implement, and sustain innovative community outreach projects designed to improve communication and cooperation between the Guatemalan National Police, civil authorities, and the communities they serve to create safe spaces and disrupt organized criminal organizations efforts to enlist at-risk youth.
Assists with the planning, coordination, implementation, maintenance, and monitoring of projects, training, activities, and other events to support the Guatemalan government’s police operations efforts.
Assists with the design and implementation of studies analyzing criminality both before and after creation of safe spaces.
Assists with designing and drafting of Measurement and Evaluation requirements for the law enforcement community, outreach programs INL supports with the Guatemalan National Police.
Establishes, develops, improves, and maintains close and effective working relationships with relevant counterparts that can help further effective police programs, operations, and investigations.
Advises and assists with training Guatemalan government officials,including selection of PNC personnel, and presentation of relevant community policing training.
Attends security fora, activities and events related to community policing, safe spaces, and community perceptions of law enforcement.
Prepares and presents detailed information and analysis to a variety of audiences, in a clear, concise, persuasive, and effective manner, in English with interpretation in Spanish.
Prepares weekly and monthly activity reports relating to community policing programs, projects, operations, and investigations, and impact of those efforts on crime, and reports of meetings, seminars, and projects with government and non-government representatives.
Conducts site visits to monitor the progress of current and developing community policing programs, projects,and operations throughout Guatemala.
Facilitates the flow of accurate and timely information among stakeholders, the INL program offices, and other Embassy and national stakeholders.
Contributes to other Citizen Security team efforts as needed.
