TJFACT is seeking to hire a Senior Police Coordinator (SPC) to join our team in support of the Department of State/Beirut in Lebanon!
The SPC must support INL’s LEM and the EP2 plan, to improve the professionalism and responsiveness of the ISF’s Territorial Gendarmerie (TG) units in order to provide effective policing outside of the greater Beirut area. The EP2 plan professionalize basic policing skills and control tactics, techniques and procedures; develop coordination with local authorities; and incorporate elements of community policing. Duties and Responsibilities:
The SPC must assist in the implementation of the curriculum development, training, and mentoring projects of the EP2 plan and LEM programming, including serving as the central coordination point for the SPAs. The SPC must fulfill the following duties and responsibilities:
Provide high-quality guidance, advice, and mentoring to law enforcement counterparts in country.
Assist in assessing ISF institutional roles in the criminal justice system; assist in identifying and prioritizing areas for reform; work with counterparts to design and implement needed reform.
Provide expert advice, guidance, and leadership with regard to the design, development, implementation, and oversight of law enforcement modernization programs including the EP2 Plan for the ISF and LEM-related programming.
Assess the ongoing EP2 Plan and LEM programming and make recommendations for adjustments to these programs.
Perform quality control on curriculum development and implementation of EP2 training and mentoring activities.
Oversee and finalize the development of curriculum, training, and mentoring plans for the EP2 plan. Plans must include program milestones and indictors that measure the impact of EP2 on the ISF.
Lead regular site visits to ISF locations outside of Beirut to gauge the impact of the EP2 Plan on ISF members. Site visits must be used to provide mentoring for ISF Station Commanders / Unit Leadership and validate that ISF members are using skills obtained during EP2 trainings. Innovative tools must be used when conducting site visits including checklists and surveys to ensure ISF leadership and members are effectively using skills learned during EP2 training.
Ensure that all efforts are on schedule and effective. Recommend corrective courses of action and revisions to planning, as needed.
Gather necessary information and assist in planning and coordinating activities across INL-funded programs and ISF- partner organizational lines, reconcile conflicting interests, and resolve complex and sensitive issues, as needed.
Provide recommendations on making improvements to the EP2 plan and/or LEM programming.
Evaluate the ISF’s requests for operational, logistical or institutional support and recommend supportive courses of action to the INL Director and INL Lebanon Program Officer in Washington, DC.
Lead the development of training and mentoring materials / guides for ISF Supervisors to utilize to mainstream EP2 curriculum into police operations at the individual ISF police stations.
Lead coordination with and provide mentorship to the ISF on the implementation of recommendations from INL Lebanon funded public perception surveys.
Facilitate interactions among the INL Director, Lebanese law enforcement, other local officials, relevant international partners, and representatives from civil society on criminal justice sector reform issues.
Required Skills and Experience:
Must be a U.S. Citizen;
Bachelor’s degree from an accredited institution in international relations, law enforcement, public policy or related field (10 years’ professional law enforcement experience can be substituted)
18 years or more experience as a full-time, POST certified sworn officer in a federal or local U.S. law enforcement agency with at least 5 years experience managing international law enforcement training programs.
Three years’ specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
Must be proficient in the English language (reading, listening, report writing, and oral presentation) (at least 5/5 Department of State scale or the equivalent).
Excellent oral and written communications skills, including ability to brief senior officials succinctly
Demonstrated experience working in an overseas environment
Proficient in Microsoft Office Suite, and ability to organize, analyze, prepare, and present information to a variety of audiences
Preferred Skills and Experience:
Demonstrated 18 years of experience as a sworn civilian law enforcement officer in a law enforcement organization of at least 100 personnel
French and/or Arabic language proficiency and knowledge of Lebanese history, culture and current events
At least 5 years experience with a focus on training and/or curriculum development and/or police mentoring and advising in an international mission such as Iraq, Afghanistan, Bosnia or Kosovo or other Department of State, UN or OSCE sponsored mission
At least 5 years of experience overseeing law enforcement training programs including curriculum development and delivery, mentoring and advising and measuring program impact
Demonstrated experience overseeing curriculum development and delivery
Demonstrated experience working on international police development and reform issues
At least 5 years of experience in a supervisory or managerial position involving operations, management, organizational development, training, and strategic planning
Demonstrated experience in police mentoring and advising activities and institutional reform
Demonstrated experience working in or coordinating with US Government agencies
Demonstrated ability to interact with high-level officials
Demonstrated ability to liaise effectively with other contractor and grant personnel, staff members of U.S. Government agencies, Lebanese officials, and international personnel
Strong interpersonal skills and proven ability to work well with others
Proficient in Microsoft Office Suite, and ability to organize, analyze, prepare, and present information to a variety of audiences
Excellent oral and written English communication skills
Demonstrated ability to explain, promote, and defend U.S. Government policies to senior law enforcement officials of other nations and the host country and representatives of international organizations
Proven ability to exercise a high degree of professional judgment, diplomacy, and tact at all times in order to build successful relationships
