Job description
The security risk management system of German governmental development organizations in Afghanistan aims at reducing security risks to the implementation of projects and their employees. Peace and conflict, access and security risk management advisory services are designed to ensure the safety and security of staff and support them in safely carrying out their tasks in a conflict-affected environment. One important element of the Risk Management Office (RMO) is its “Analysis Unit” (OSAS - Operational Strategy and Support) consisting of Afghan and international analysts. The OSAS Unit supports strategic, programmatic and operational decision-making. Therefore, it is mandated to analyze the political and security situation as it relates to German Cooperation. By collecting and analyzing quantitative conflict data and qualitative information, the OSAS Unit provides an in-depth understanding of the security situation.
Your tasks
Conduct data collection and analysis via RMO resources, open-source channels, and relevant other partners
Provide advice to the RMO team leader on security developments
Prepare comprehensive reports on developments in a certain region/city/district, on security incidents or political events; prepare of ad-hoc assessments and services for partners, clients, and colleagues
Contribute to the agenda-setting for the Analysis Unit, especially regarding reports, themes, and briefings
Represent the unit by providing analytical briefings to GIZ bodies, colleagues, clients and partners
Liaise with colleagues in the field as well as with external partners for information exchange and consultation
Coordinate with the RMO leadership on security-related developments as well as represent the RMO in multiple forums of the security community in Afghanistan
Your profile
University degree in political science, international relations, regional, or security studies or comparable
Excellent oral and written communication and presentation skills
Several years of experience working in an analytical function on conflicts, security, or political matters
Understanding of risk identification, assessment, and mitigation in the context of development cooperation in conflict-affected areas
Statistical or geographical information system skills are an advantage
Several years of relevant professional experience, preferably gained abroad, in or with Afghanistan or other fragile states
Familiarity with the needs of country management and project level decision-makers
Fluency in English; German, Dari or Pashtu skills are an advantage
