Job Description:  
Main mission: develop HI's capacity for analysis, dialogue and negotiation with the aim of ensuring the populations' access to humanitarian aid and to the services offered by the organization with the greatest operational security for the teams and the beneficiaries of the programs.

Responsibility 1:
Participates in the monitoring and evaluation of HI's global strategy and translates this strategy into a plan to improve security management and humanitarian negotiation capacity:

• Regularly monitors the level of risk assumed by the organization
• Monitors and assesses contextual changes which may have an impact on the level of risk for the organization's teams or which may have an impact on access to populations
• Conceptualizes a 3-year action plan for the pole in coordination with other services and carries out its follow-up.
• Participate in the development of 3-year plans for other services / directorates and program strategies.

Responsibility 2:
Strengthens the organization's capacity in terms of security management and humanitarian negotiation:

• Ensures the production, updating and dissemination within HI of frameworks (methods, tools, etc.) and standards in terms of security management and humanitarian negotiation based on the experience drawn from the programs and existing good practices in the sector.
• Develop the international network to improve understanding of intervention contexts and facilitate the implementation of negotiation strategies for access and reaction in the event of a major crisis.
• Ensures the quality control and monitoring as well as the contextual relevance of program security risk management documents by providing technical support to the programs and by conducting audits.
• Develop and consolidate the “security and humanitarian access” business line.
• Identifies and articulates the learning and support systems in terms of security and humanitarian negotiation according to the different functions, modus operandi and type of intervention context of the organization.
• Defined and set up a system for sharing experiences.

Responsibility 3:
Within its scope, adapts the organization to serve the implementation of the strategy

• Contributes to the definition of the organization and its transformation. As such, periodically reviews the organization, resources and operating methods of its division according to its specific challenges.
• Leads the transformation and continuous improvement of managerial and professional practices in its division, in particular in line with Lean projects, Shared Services, ROOTS, Manager 2.0, etc.
• Ensures in particular the application of transformative principles: simplicity, accountability, check & balance etc.

Responsibility 4:
Assumes the posture and role of manager for his employees

• Establishes a team spirit and functioning guaranteeing synergy with the various Departments. In this context, impulse exchanges of practice between and within departments.

EXPECTED PROFILE:
Training

• University degree or equivalent certification in risk management, international relations or other discipline relevant to the position.
• 5 years field experience in humanitarian aid NGOs in coordination or security management positions. Headquarters experience desirable.
• Training in humanitarian negotiation.
• Training in risk management.

Professional experience:
• Field experience with a humanitarian organization
• Successful management experience of a small team of highly specialized people, including remote management.

Required Skills:
• Knowledge of technical issues related to security management and negotiation in humanitarian settings.
• Knowledge of trades and sectors of international solidarity (emergency / development).
• Knowledge and understanding of humanitarian principles.
• Fluency in French and English read, written and spoken.
• Knowledge of Spanish and / or Arabic is a plus.
• Mastery of the pack Office.
