Norwegian People’s Aid is looking for an experienced and proactive Logistics Manager to join its team in the Syrian Arab Republic.

The Logistics Manager will play a key role in the initial start-up and successful establishment of a Mine Action and Disarmament programme. This position offers you a unique opportunity to demonstrate your skills, knowledge and experience within logistics and procurement in a particularly demanding environment. The Logistics Manager will report to the Programme Manager in Syria.

Duty station: Syrian Arab Republic

In this position your main responsibilities will be:
Set up processes and procedures for coordination, management and day-to-day supervision of all NPA logistical activities, incl. procurement, warehousing, asset management, fleet management and material planning.
Responsible for the coordination, management and day-to-day supervision of all NPA logistical activities, incl. procurement, warehousing, asset management, fleet management and material planning.
Ensure NPA’s compliance with the international sanction regimes and anti-terrorism measures relevant to the Syrian context.
Promote adherence to NPA guidelines and develop local systems for internal control.
Recruitment, operational support, supervision and training of local staff in general logistic management, procurement and attached regulations.
Provide logistical competence, necessary report details and assist operations and programmes in planning and analysis for maximum cost efficiency.
Advise management on structuring and coordination of logistical functions, including planning, fleet management and fuel control, vehicle insurances, maintenance, movements and other services.
Coordinate with Finance Manager on important local regulations related to tax, import/export, VAT refund or other regulations to be included in local guidelines and handbooks.

To be succesfull in this role you must have:
Relevant higher education, preferably at post-graduate level.
Minimum three years’ working experience at similar level and position in a humanitarian programme.
Experience with, and operational understanding of logistics and administration in humanitarian mine action operations.
Proven track record of logistics management and previous experience working under an international sanctions' regime and anti-terrorism measures.
Proven Experience of capacity development and training of national and international staff.
Understanding of, and commitment to, humanitarian and capacity development principles.
Written and verbal proficiency in English.
Excellent literacy, numeracy and IT skills.

We consider it an advantage if you also have:
Experience and knowledge from work in post-conflict and volatile contexts.
Specific knowledge and understanding of Syria-related US, UN and EU sanctions’ regime.
Previous work experience from the Middle East in general, and Syria specifically.
Working knowledge of the Arabic language.

In this position, the following personal qualifications are required:
This position requires excellent teamwork skills, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character. Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts. Ability and willingness to train programme partners; proven training leadership is required.
