Base ECP Guard Force Manager (FN1)
Job Overview
The Base ECP Guard Force Manager shall be available operational 24/7. He will be responsible for overall performance, scheduling and execution of the security force responsibilities. Manage and direct security forces in the day-to-day protective security functions on the designated controlled areas, surroundings and Perimeter ECPs. Reports to the Deputy Security Operations Manager (IqAF).
Roles and ResponsibilitiesAssists the Deputy Security Operations Manager with ‘day to day’ operations and resource management issues.
Exercise command of Security Group assets to include for example: ECP Supervisor Mentors, static security guards and roving patrols to support effective and efficient resource management and proper oversight of the security guard force.
Review and revise Security SOPs, Policies and Risk Assessments and operational documents as required / delegated by the Deputy Security Operations Manager.
Support Deputy Security Operations Manager with driving strategic risk assessments that include all security sites and key assets on Balad Air Base.
Duties will include provide leadership and management to personnel assigned and report directly to the Deputy Operations Security Manager.
Apply sound tactical and operational judgement in executing mission and contractual requirements as referenced in the Base Defense Plan (BDP) and Performance of Work Statement (PWS). Act in accordance with the relevant law of the Government of Iraq (GOI), International Law, and US Law for security companies operating overseas.
Assist in compliance and implementation of ISO 18788: ‘Management Systems for Private Security Operations.’
Work with Department Heads on emergency response plans at the direction of the Deputy Security Operations Manager.
Ensures a high degree of customer satisfaction by quality on-time performance and best return for their investment
Provides support in management guidance and control for the efficient utilization of human resources assignment, performance, morale and overall welfare assigned
Provide support in the mobilization and transition, as well as full performance of the contract.
Implement and oversee the mentoring of any Sallyport Security personnel assigned to secure sites.
Provide ‘status updates’ and briefings and advice as required by Deputy Security Operations Manager or others regarding ongoing security operations to include recommendations on operational problems/issues.
Liaise with other external Sallyport Departments on Balad Air Base as required by Security Operations Manager such as: Sallyport Construction, Health, Safety and Environment or QA/QC.
Ensures compliance with company policies and procedures and other practices set forth by the PMO or Corporate Management directives.
Qualifications & Certifications
Essential: Knowledge of Security techniques and procedures including: electronic surveillance systems (ESS), physical barriers, static guards, mobile security vehicle / personnel search methods at entry check points, defensive operations and use of (quick reaction) assets.
Essential: Awareness of security concepts and operations as per the Balad Air Base Program of Work Statement (PWS).
Essential: Understanding of Risk Management methodologies.
Desirable to have University / College education at Diploma level or higher
Highly desirable to be certified in Security Management
Sound working knowledge of ISO 18788 ‘Management Systems for Private Security Operations’ is highly desirable.
Skills, Abilities And Years of Experience
Must be thoroughly familiar with Security Operations strategies to develop tactics, techniques, and procedures (TTP’s) for security operations designed to protect clients and key assets at secure location on Balad Airbase.
Ability to produce clear, concise and reports of sufficient quality to be presented in a timely manner.
Good interpersonal skills, leadership and communications skills that will create and maintain positive working relationships in a ‘post-conflict’ environment and within multi-national teams.
Possess strong analytical skills with ability to persuade / advise senior decision-makers on security matters.
Excellent administrative and IT skills, including report writing, policy development, SOP review and maintenance of disciplinary and other records (digital and paper).
Must have demonstrated proficiency of Microsoft Office Suite software to include Outlook, Power Point, Excel, Word and Internet Explorer.
Minimum 10 years’ experience Military/Police or as Contractor in a company in a security role or a combination of both. It is desirable to have a military or law enforcement background with extensive tactical leadership.
Must have minimum 4 years hostile deployment time gained through military or via Private Security Company.
