About the Position:
TJFACT is seeking to hire a Senior Police Advisor (SPA) to join our team in support of the Department of State/Beirut in Lebanon!The SPA must demonstrate that the TG exhibits improved professionalism and responsiveness and effective policing outside of the greater Beirut area; public perceptions of the TG must also improve. The Advisor must support, assist, and advise the ISF and INL throughout the implementation of the EP2 plan.

Duties and Responsibilities:

The SPA must implement the curriculum development, training, and mentoring projects of the EP2 plan and other LEM programming and complete other duties as assigned. The SPA must have relevant experience in curriculum development, training delivery, mentoring support, and monitoring and evaluation. The SPA must NOT/NOT maintain the same experience but a combination of the required experiences to complete a robust staffing portfolio. The SPA must fulfill the following duties and responsibilities:
Work closely with the ISF academy to conduct training needs assessments to determine current and needed levels of skills and knowledge related to the EP2 plan and other areas as directed by the INL Director.
Work closely with the ISF academy to develop and deliver training materials for the EP2 plan including for basic level professionalization and supervisors courses. Training materials must include learning objectives, training milestones and course indictors.
Develop Training, Development and Mentoring Plan for the EP2 Plan. Plan must include program milestones and indictors that measure the impact of EP2 on the ISF.
Coordinate with other U.S. agencies working with INL to evaluate and advise training for the ISF as needed or requested. Recommend and prepare curriculum to address deficiencies in skills and knowledge related to community policing, precinct operations and overall policing within the ISF.
Conduct regular mentoring site visits to ISF locations outside of Beirut to gauge impact of EP2 Plan on ISF members. Site visits must be used to provide mentoring for ISF Station Commanders / Unit Leadership and validate that ISF members are using skills obtained during EP2 trainings. Innovative tools must be used when conducting site visits including checklists and surveys to ensure ISF leadership and members are effectively using skills learned during EP2 training
Develop take-home training guides for ISF Supervisors and members to utilize to mainstream EP2 curriculum into police operations.
Coordinate directly with the ISF on recommendations from INL Lebanon funded public perception surveys.
Evaluate instructor capabilities, recommended curriculum and develop train the trainer programs where required.
Where required, conduct training sessions, focusing on train-the-trainer components.
Monitor course presentations and provide mentoring to host nation instructors.
Prepare pre- and post-course surveys to determine the level of increase in skills and knowledge as a result of instruction presented. The surveys must be reviewed and approved by INL in advance.
Maintain liaison with the ISF training academy and provide assistance as requested.
Help the SPC prepare and collect data for written reports as directed.
Perform other duties as assigned by the INL Director or coordinated by the SPC in relation to providing assistance to INL in its efforts to carry out police reform in Lebanon.


Required Skills and Experience:
Must be a U.S. Citizen;
Bachelor’s degree from an accredited institution (10 years’ experience in anti-corruption)
Years of Corrections or Law Enforcement Experience None. 10 years anti-corruption experience is required
At least 3 years’ experience in anti-corruption with an international nexus including keloptocracy, bribery, asset recovery, and economic fraud.
Must be proficient in the English language (reading, listening, report writing, and oral presentation) (at least 5/5 Department of State scale or the equivalent).
Excellent oral and written communications skills, including ability to brief senior officials succinctly
Demonstrated ability to interact with high-level officials and constructively work and coordinate with other governments and agencies.
Successful leadership experience in a multicultural environment and a demonstrated ability to make sound decisions in a timely manner
Demonstrated initiative, problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts, as well as an ability to work on and bear responsibility for several simultaneous projects while keeping the overall program goals in perspective
Proficient in Microsoft Office Suite, and ability to organize, analyze, prepare, and present information to a variety of audiences.

Preferred Skills and Experience:
Senior level anti-corruption expertise with foreign governments.
French and/or Arabic language proficiency and knowledge of Lebanese history, culture and current events
Policy writing and process implementation experience.
Experience presenting on anti-corruption matters to foreign government officials.
Experience providing analysis of anti-corruption needs within an organization and deploying solutions.
