Senior Law Enforcement Advisor Position Summary:
The Advisor will serve as a technical lead on project activities related to this subarea of expertise and will collaborate closely with other project team members and government staff. The advisor will:
To provide expertise to the Trinidad and Tobago Police Service (TTPS) to strengthen the capacities of frontline operational police administrations, including the Special Investigative Unit, and other units with focus on Intelligence-Led Policing on gang activity;
To advise and support the development of activities to introduce and implement the Intelligence Led-Policing Model;
To support the adoption of criminal intelligence methodology through the development and implementation of standard operating procedures (SOP`s) and manuals;
To assist and support TTPS in identifying and advising on the capacity and training gaps of the TTPS investigative units;
To support the TTPS investigative units identifying appropriate equipment and infrastructure;
To advise the TTPS in developing the regulatory framework for the role, techniques, structure, training and infrastructure of the investigative units;
To develop and establish working relationships with the relevant authorities (Attorney General`s Office, Ministry of Justice, Civil Society Organizations) to strengthen their interaction and coordination with the TTPS and resilience to gang activity.

Qualifications:
An advanced university degree (Master's degree or equivalent) from an U.S. or a U.K. accredited law school or the equivalent, with emphasis on criminal justice or criminology; Juris Doctorate or Master’s Degree is preferred.
Practicing qualified attorney in a common law jurisdiction.
Extensive experience as a law enforcement officer, particularly in the area of counter-terrorism or serious organized crime; either in the field of investigations and/or intelligence.
Sound background in specialized criminal investigations including regional and national expertise or the provision of operational police support.
Experience working in an international environment would be highly desirable; either from employment in an international organization or from participating in e.g. international working groups, joint international projects etc.
Experience in the implementation of technical capacity assistance projects for court advocates, judges, prosecutors, and law enforcement as well as a practical background in supervising, mentoring, and training is required.
Experience working with donor-funded projects. Experience working as an advisor of a program funded by the U.S. Department of State or U.S. Department of Justice strongly preferred.
Ability to write about general and legal issues clearly and concisely in English, to express complex ideas in a clear and logical and highly professional way.
