Norwegian People’s Aid is looking for an experienced and proactive Security Manager for its Mine Action and Disarmament programme in Syria.
Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. Humanitarian Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has more than 22 Humanitarian Disarmament Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

During the ongoing conflict the territory of Syria has been heavily contaminated by landmines, cluster munitions and other explosive ordnances. The humanitarian situation in the country remains extremely complex and challenging. The Security Manager will be expected to support the programme in the establishment and implementation of country specific security management procedures in accordance with the NPA global security framework.
The Security Manager will play a key role in the successful establishment of a Mine Action and Disarmament programme in one of the most challenging country where to implement humanitarian programming. This position offers you a unique opportunity where to demonstrate your Safety & Security skills and competencies in a particularly demanding environment.
Duty station: Syrian Arab Republic
In this position your main responsibilities will be, but are not limited to:
Establish and implement country specific security management procedures in accordance with the NPA global security framework for NPA Syria.
Review country specific security management procedures on a regular basis.
Monitor and ensure compliance to programme security management procedures.
Conduct security risk assessments in order to ensure implementation of appropriate security management procedures.
Conduct regular visits to future NPA offices and field locations to assess security and safety conditions.
Conduct security training for programme staff in accordance with the NPA global security training requirements.
Liaise with external providers regarding security support and training (i.e. HEAT, PSD) as needed
To be successful in this role you must have:
Relevant higher education and/or relevant background.
Proven negotiation skills (internal and external) in complex and stressful circumstances.
Proven experience of delivering field-based training.
Demonstrated knowledge of UN and other standard INGO security frameworks.
Must be able to demonstrate strong writing, reporting, and situational analysis skills.
We consider it an advantage if you also have:
Working experience, knowledge and understanding of the cultural and political context in the Middle East and in Syria specifically.
Written and verbal knowledge of Arabic.
Experience in a start-up of a humanitarian NGO operation.
In this position, the following personal qualifications are required: This position requires excellent teamwork skills, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character. Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts. Ability and willingness to train programme partners; proven training leadership is required. It is desirable that the candidate has working knowledge of the Arabic language or previous working experience in the Middle East.
