Field Security Coordination Officer / Facility Security and Safety Manager

Under the overall guidance and supervision of the Chief Security Adviser (CSA)/Deputy Security Adviser (DSA), the field Security Coordination Officer (FSCO) - Facility Security and Safety Manager oversees the implementation of security operations and all matters relating to the management of safety and security for UN personnel accommodated in the UN Common Accommodation Facility – Hadda (UNCAF-Hadda).

Duties and Responsibilities

As Field Security Coordination Officer
Implements all day-to-day aspects of security management, crisis readiness and preparedness at the duty station with regard to the safety and security of personnel employed by the organizations of the United Nations system, premises and assets in country or area.
Security Planning, Standard Operating Procedures (SOPs): prepare and maintain all security planning documents and issue required SOPs in accordance with the UN Field Security Handbook and Security Policy Manual;
Security Assessments/Surveys: conduct Security Risk Management (SRM) and security surveys;
Staff Lists /Warden System: maintain, in cooperation with UNSMS member organizations, updated staff lists, including visiting missions and consultants; establish separate warden systems for international and national personnel;
Security Clearance System: establish and manage an external and internal security clearance system (depending on authorization);
Crisis Management and Incident Response: assisting the CSA and Designated Official (DO)/Area Security Coordinator (ASC) and SMT in crisis management; respond to all security related incidents involving UN staff, including medical evacuations; support hostage incident management;
MOSS and RSM: assisting the CSA\ DO and Security Management Team (SMT) in developing and implementing Minimum Operational Security Standard (MOSS) and Security Risk Management (SRM), as well as monitoring and reporting on compliance;
Emergency Communications System (ECS): assist in the establishment and maintenance of a functioning ECS; supervising radio room personnel and conducting routine radio checks, where applicable;
Premises Security: assisting UN Security Management System (SMS) organizations in developing and implementing premises security measures, including access control, safe haven construction, vehicular stand-off distance; selection/supervision of guards; fire safety and building evacuation, as well as developing operational procedures, and conducting periodical drills and exercises;
Security Reporting: the FSCO will update the CSA, (daily), ASC and DO (as appropriate) on security developments and immediately report all significant security incidents to the CSO; prepare Security Advisories for personnel as required;
Arrests and Detentions: provide support to detained staff/dependents and liaise with host country officials as directed by the CSA, ASC and DO;
Investigations: conduct initial fact finding related to significant security incidents, e.g. death of a staff /family member under suspicious and/or unclear circumstances;
Training: provide security training to UN personnel;
Collaboration with INGOs (SLT): collaborate with INGOs, including information sharing, operational arrangements, security training (as per Saving Lives Together framework);

As Facility Security and Safety Manager
Assists the CSA in monitoring compliance with Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standard (MORSS) established for the duty station as they applicable to the UNCAF-Hadda
Check compliance with safety and security of the accommodation facility
Ensure compliance in the established access control of for the UNCAF-Hadda
Ensures effective and efficient use of the guard force at UNCAF-Hadda through the designated focal points of the guard service providers (Armed and Unarmed Guards)
Liaise with the security forces of the Host Country on the provision of armed security for UNCAF-Hadda
Ensures coordination with the UN Medical Dispensary for the provisions of emergency medical care for all occupants of the facility.
Maintains day to day liaison with the supervisors of the Guard Force providers for effective implementation of all joint security measures, perimeter security and access control.
Attends and take action to all security incidents and reports to the CSA any criminal or other security incident or disturbance occurring on the UNCAF-Hadda.

Monitors operations of CCTV’s, maintenance of key-discipline, fire alarms, fire extinguishers, first aid boxes and other security related equipment related to the UN occupancy of the UNCAF-Hadda with the help of maintenance section and building management.
Supervise the deployment of SSS personnel assigned in UNCAF-Hadda
Conducts regular security drills (fire alarms, actions on attack to the UNCAF-Hadda)
Conducts briefing to all new occupants of the facility on the relevant safety and security measures to be observed.

inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is create;
necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.


Required Skills and Experience

Education:
Advanced University degree (Masters or equivalent) in political/social/military science, international relations or related field
A firts level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced degree

Experience:
A minimum of two years of experience in the military, political affairs, risk management, security management or related field is required
Experience as a facility security manager is an advantage
Experience within the United Nations or other international organization is desirable.

Language Requirements:
For the post advertised, fluency in English is required.
Knowledge of Arabic is an advantage.
