Under the direct supervision and regular liaison with the Head, GMCP, the expert will perform the following tasks:

• Conduct one VBSS Instructor Course for Sri Lanka Coast Guard Students

Deliverable B – 10 Days
• Conduct one VBSS BT course for Ghana and Nigeria students
• Submit end of mission report of VBSS Training Courses
• Submit a monthly report of VBSS Training Courses

Deliverable C - 10 Days
• Conduct one VBSS Advanced course for Ghana and Nigeria students

Deliverable D – 20 days
• Conduct one VBSS CBRN course for Sri Lanka and Bangladesh students
• Conduct one VBSS CBRN course for Thailand and Philippine students
• Submit end of mission report of VBSS Training Courses
• Submit a monthly report of VBSS Training Courses

Deliverable E – 17 days
• Conduct one VBSS BT course for Sri Lanka and Bangladesh students
• Conduct one VBSS Advanced course for Sri Lanka and Bangladesh students
• Submit end of mission report of VBSS Training Courses

Duties and Responsibilities

The expert will work primarily in Sri Lanka for the delivery of MLE training through an embedded mentoring program with the supported units. The objective of VBSS training is to enhance boarding and vessel searching techniques for MLE Units not only on drug trafficking but also illegal migrants and illegal fishing cases in their respective areas of operations. The aim of this course is to enable the individual to carry out a safe systematic vessel searching, using officially approved equipment, in areas approved by a coordinator. The expert will also conduct VBSS Courses for Boarding Teams, VBSS Instructor Courses and Chemical, Biological, Radiological and Nuclear (CBRN) courses for Sri Lankan and foreign students. While the VBSS Course for Boarding Teams is specifically designed to provide a comprehensive understanding of Visit, Board, Search, Seizure (VBSS) operations, VBSS Instructors Course is designed to provide officers with comprehensive knowledge and understanding of instructional techniques required to deliver a safe, carefully planned and well executed VBSS courses. The expert will provide all participants with an overview of detection and identification of Chemical, Biological Radiological and Nuclear weapons and related materials as well as the identification and handling of missiles and missile components, being illicitly transported in large and small cargo vessels through the CBRN courses.

Qualifications/Special Skills

Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or criminal justice, crime prevention and/or law enforcement is required.
A first level university degree or equivalent academic education, professional training with certification from a recognised international/national police, customs or other staff training institution with specialisation in criminal justice, crime prevention, criminal investigation, law enforcement, international maritime affairs, international security policy and/or other related areas, in combination with two additional years of qualifying experience, in policing or as a member of a defense force may be accepted in lieu of the advanced university degree.
Experience: • At least 7 years maritime law enforcement experience is required
• Experience in maritime law enforcement in post conflict conditions is required
• Experience as maritime law enforcement trainer is required
• Experience of training in an international environment is required, with experience training maritime law enforcement officers required
• Basic IT skills is required
• A broad understanding of the maritime situation in the Indian Ocean is desirable.
Language: • English and French are the working languages of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
