Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.

Main Purpose
Reporting to the Deputy Director General of the Department of Nuclear Safety and Security, the Director ensures that the Office of Safety and Security Coordination provides results-based programmatic responses to Member States' priorities and the needs of the Nuclear Safety and Security Framework globally, in the areas outlined above. The Director also leads efforts to coordinate, and where appropriate, to promote synergies between nuclear safety and nuclear security.

Role
The Director is: (1) a leader, providing strategic direction towards development and implementation in the corresponding programme areas in line with a results based approach, as well as promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; (2)a principal adviser to the Deputy Director General on such issues as strategy, policy and emerging challenges in relevant areas, and on the relevant programmes to plan and deliver in response to the needs of Member States; (3) a manager, acting in accordance with the IAEA's values and ethical standards in making decisions regarding financial, human, information and knowledge resources; (4) ) a promoter and facilitator, communicating and coordinating activities with other stakeholders, and cooperating with other organizations and with Departments in the IAEA dealing with this area of work.

Functions / Key Results Expected
Lead the Office of Safety and Security Coordination, providing direction and guidance to staff, and establishing and monitoring standards of excellence in performance.

Lead the IAEA's activities related to supporting and further strengthening the Nuclear Safety and Security Framework globally and providing the harmonized approach for the development and updating of safety standards and security guidance documents and for their application in Member States.

Promote peer reviews and advisory services, including IRRS, in a harmonized manner.

Represent the IAEA and its professional standing at international conferences and forums and liaise with senior level representatives in relevant institutions and other international organizations to gain awareness of emerging trends.

Strengthen IAEA’s cooperation with other international, regional and national organizations and professional associations through synergetic activities.

Build and maintain strategic institutional partnerships and alliances with a wide range of stakeholders in Member States.

Lead the departmental efforts to designing and implementing, in close coordination with other divisions, an overall capacity building strategy and policies for safety and security activities.


Qualifications, Experience and Language skills


An Advanced university degree in nuclear science or nuclear engineering, physics or a related subject. A first level university degree with additional five years of relevant experience may be considered in lieu of an advanced university degree.

Minimum of 15 years of progressively responsible relevant professional experience in a governmental or non-governmental body with broad experience in human and financial resource management, programme planning and organizational development. At least five of these years at the senior management or executive level.

Proven track record of excellent leadership and strong capability to build partnerships and effective networking.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $102715 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 50947*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
