ACAA Mentor Position - Afghanistan


Location: Afghanistan

Please note: this position is based in Kabul, Afghanistan and is eight weeks in country four weeks leave. The position reports to the Project Manager/Deputy Project Manager.

OVERVIEW:
The prevention of unlawful interference with regard to the aviation operations at Kabul, Kandahar, Herat and Mazar-e-Sharif International Airports within Afghanistan and the provision of security services based on the policy guidance contained in the Standards and Recommended Practices of ICAO Annex 17 and DOC 8973 and the NCASP.

MISSION:

The post holder is responsible for the application, maintenance and review of key regulatory AvSec requirements as promulgated by the Afghan Civil Aviation Authority and other key authorities such as the ICAO. This will result in the incumbent being embedded within the ACAA and able to provide close mentoring to ACAA Senior Directors and designated ACAA staff.


KEY TASKS AND RESPONSIBILITIES:
Key role will include the ongoing strategic mentoring and assistance in capacity building, aiding the Afghan regulatory authorities in the production, ratification, continuous development and oversight of compliant policies and frameworks.
Provide mentorship and guidance to ACAA in developing an AvSec national compliance database.
Providing oversight of the development of the Regulatory Authority Systems Build Structure.
Advising the ACAA on ICAO related directives.
Advising the ACAA on NCASP & ASP direction, development and requirements.
Provide mentorship and guidance for ACAA National Inspectors in the preparation and completion of Audits, Surveys, Inspections and
Ensuring that the Target Timelines for the Doc 9807 Action Matrix are adhered to/or raising early warning notices if deviations are apparent.
Provide mentorship and guidance to ACAA Directors and designated staff on preparation and completion of the ICAO USAP CMA.


ADDITIONAL RESPONSIBILITIES:
The incumbent will work closely with the Project Manager and the Deputy Project Manager in order to assist them in delivery of contract requirements to the client.


ESSENTIAL CAPABILITIES AND SKILLS:
Have operated and have demonstrable experience within an AvSec regulatory authority as a National Inspector including policy delivery.
AVSEC PM by ICAO or Similar Accreditation / Training of Aviation Security Management Level from a recognized university or ICAO Approved Aviation Security Center
At least 7 years at a higher airport management level or a senior regulatory level in an Aviation Security Department /Authority.
Have excellent interpersonal and negotiation skills and the ability to develop good working relationships with Afghan regulatory authorities, aviation stakeholders and company staff.
Possess excellent verbal and written communication skills.

KEY COMPETENCIES:
Must hold and maintain an accredited aviation audit/compliance qualification through a recognised National Authority, ICAO or IATA
Should possess excellent interpersonal skills and the ability to develop good working relationships with stakeholders, staff and commercial entities.
Excellent verbal and written communication skills, high level computing skills, demonstrated organizational skills and the ability to use Microsoft Word, Excel, PowerPoint and other advanced computing programs relevant to this position.

GOVERNANCE:

Absolute familiarity with and compliance with HART policies and such procedures that are pertinent to the role (e.g. SOPs).
