Job Summary
The Safety Advisor, Mobile will be responsible for a range of analysis tasks, providing advice, production of well written briefs and identification of trends and patterns within quantitative datasets of security incidents.

The start date for the position is 1st September 2021.

Major Responsibilities

* Proactively participate in defining  organization strategy and upon request, participate in drafting of proposals based on that strategy
* Follow-up the action plan based on the strategy and respective reports against it
* Participate in the capitalization and development of the Institutional memory of  the organization.
* Establish and maintain an active information network, which includes NGOs, the UN, and other national and international actors to obtain credible and relevant safety information.
* Participate in humanitarian coordination meetings and provide access and security enabling information.
* Provide NGOs with timely and credible information and contextual analysis of the local security situation through alerts, reports, weekly incident lists and bi-weekly analytical reports.
* Facilitate and lead regional NGO community security roundtables.
* Assist NGOs in developing their own security management capacities by reviewing policy documents, conducting site-security surveys, and assisting in crisis evacuation planning.
* Provide technical backstopping to regional teams when respective Safety Advisors are on leave
* Translate perspective of regional teams’ operations into insights which can improve the quality and efficiency of  the organization programming.
* Acts as a country analyst incorporating various regional perspective.
* Effectively represent, promote, and protect  organization's mandate of independence, impartiality, and neutrality.
* Pro-actively collect information relevant to NGOs safety and security: create and maintain a diversified network of information sources (Governments, NGOs, journalists, internet, elders, businesses etc) and shared with the regional offices.
* Assist in   training activities as required by the Deputy Director in coordination with the Training manager.
* Assist the Deputy Director (DD) to undertake his/her duties and coordinating the regional teams, and updating or developing new  organization  products such as access briefs, access map, area of influence, etc.
* Supervise all missions to update the existing access briefs or producing new ones.
* Perform other duties as assigned.

Mandatory Requirements:
Fluency in English to an impeccably high standard (written and spoken).
Graduate level education or equivalent work experience.
Significant experience living or working in insecure/conflict-affected environments.
Outstanding writing and analytical skills (samples will be requested).
Demonstrable understanding of humanitarian safety practices & principles and their application.
Ability to adapt to multi-cultural and diverse social backgrounds.
Understanding and commitment to the humanitarian principles of independence, impartiality, and neutrality.

Preferred Characteristics:

Recent professional experience in Somalia/Somaliland in the humanitarian sector- ideally in an NGO safety or analytical role or equivalent - and demonstrable understanding of the context.
Experience with NGO security and/or project management.
Existing information networks.

Terms & Conditions: 12-month contract with expected start date on 1st September 2021, €4,550 per month salary, 4 calendar days annual leave per month, 7 days of R&R every three months, €1,250 allowance each R&R cycle, housing, global medical coverage (excluding USA) and USD $200,000 AD&D coverage.
