Under the hierarchical authority of the security director and under the functional responsibility of the Middle East geographic coordinator, the security advisor:
· Contributes to the definition of security rules in close collaboration with the security department at headquarters and ensures their implementation (control and application) for all projects.
· Ensures the collection, analysis and, if necessary, the dissemination of elements relating to the security context of its area of competence;
Executes and ensures the control of the directives given by the security department
Ensure security management and planning
The Safety Advisor ensures:
The implementation of the agency's security rules in its area of competence and the control of their correct application by the staff,
The updating and operational nature of the country security plan (and its variations for each project)
Brief the Expertise France teams on the context and security (expatriate staff, short-term and medium-term missionaries, national staff, etc.)
Compliance with safety rules,
The management of any security incident and the immediate report to the security department and the geo-coordinator
Ensure the feedback of information
The Safety referent:
· Regularly carries out SITREPs (report situation) in its area of competence (every 15 days);
· Regularly carries out specific analysis points according to the needs expressed by the security department and by the project managers in the field;
Inquires about the security situation in the 4 countries from an effective network that he leads and maintains in order to have the most up-to-date data on the political, social and security context (local actors on security issues , NGO actors, etc…);
· Feeds the database of security incidents and performs risk mapping in conjunction with the security department's watch unit;
· Proposes adaptations of the security system according to the risks identified locally;
· Ensures regular activity reporting to the security department (at least once a month);
· Participate in the coordination of crisis management under the authority of the security director.
Manage the travel management of Expertise France staff in the countries of competence
Subject to the directives issued by the Security Director, the security advisor may:
· Take into account the special instructions that may be issued by the embassies in its area of competence for travel outside the capital;
· Proceed with requests for a non-objection opinion from the embassies of the countries in its area of competence;
· Distribute mission orders to the Security Department at headquarters for validation.
· Formulate a safety advice on travel;
· Ensure the monitoring and control of travel security (outside the capital, orange and / or red zone).
Desired profile
From a higher education (Master 2) security / defense / international relations
Experience in NGO or international organization desired (field)
Appetite and confirmed expertise for the Middle East region
You use common sense and are comfortable working in a constrained environment.
You have strong interpersonal and editorial skills
You are autonomous and rigorous and you have a good capacity for initiative
Fluency in Arabic is an asset
