Description
We are hiring an Integrated Security Adviser(s). The Integrated Security Adviser is responsible for the update, development and roll out of wellbeing, safety & security policies and standard operating procedures in organization including safeguarding. They are looking for an expert/team who aligns with organization non-violent, feminist and inclusive values.

Duration of Assignment: Approx. August 21 – February 22 (8 months) Reporting to: MENA Director and Director of Global Programmes Budget: CHF 25,000 – 35,000


Context
Women peace activists face a variety of threats to their safety and security, which may be psychological, physical, political, digital and financial. Organization aims to update, develop and implement policies and an internal operational system for Integrated Security to address and prevent security threats to women and men in the WILPF network. In addition, WILPF seeks to strengthen other policies and procedures that are key to its staff, sections and partners wellbeing, safety and security, particularly on the issue of safeguarding. While WILPF has policies and procedures in place to meet the basic requirements for safeguarding, there are gaps that require improvements in our policies and processes, particularly as they apply to sections, partners and other external actors. WILPF seeks a robust safeguarding approach, while ensuring that our policies and practices reflect our feminist approach, are sensitive and responsive to challenges, restraints and resources in the contexts in which partners and sections operate.

This project will require a consultative and participatory approach to developing security and safeguarding policies, standard operating procedures, reporting mechanisms, and capacity building.

Specific results and outputs of the assignment:
Integrated Security Framing and Policy
Facilitate the definition of organization’s approach and duty of care to inclusive security, including issues such as field security, digital security, safeguarding and mental health/wellbeing.
Review existing documentation and conduct supplemental consultations with staff, sections and partners to understand context, challenges, and expectations regarding security & safeguarding.
Review management and governance structure and define roles and responsibilities within organization for various safety & security profiles.
Analyse international and local developments and translate these into recommendations for improvements in integrated policy, procedures, and guidelines, ensuring that organization is continually incorporating best practice and feminist approaches.

Update Risk and Security Framework
Review the organization risk management framework in line with best practices from the sector, and in line with other WILPF policies, standards and requirements.
Update the Section Security Protocol template and roll out the revision through training or technical support to sections.
Update and finalise travel security policy and procedure for staff.
Draft disaster risk reduction(DRR) document for the International Secretariat.
Consider and propose mitigation measures including insurances.
Assess digital security policies and processes, and develop recommendations to address gaps in policies & capacity.
Develop training materials and conduct initial training for staff on security skills and awareness that they need.
Align Project Risk Assessment with the Risk Management Framework

Safeguarding Policies and Procedure
Lead the development of organization safeguarding policies and procedures, including their applicability to staff, sections and partners and their alignment with feminist principles and values.
Review and clarify organization’s reporting mechanisms to ensure they are safe, discreet, independent, and confidential for reporting of any safeguarding incident or concerns.
Develop policies and a plan to provide capacity building of staff, sections and partners:
Integrate capacity building within safeguarding policies to ensure regular training and discussion for staff, members and volunteers, including during induction.
Develop a capacity building plan to ensure immediate roll out of policy and provide training to staff, management/those handling complaints, and sections & partners.

Ongoing/standing advice & training
Support organization to manage critical security and safeguarding incidents.
Prepare and support members for their relevant roles.
Provide technical advisory services on security and safeguarding.
Ensure that the supporting departments (HR, Finance and operations) have in place appropriate
systems to facilitate good operational management.

Profile
Qualified and experienced in a field relevant to protection, security, risk management and safeguarding;
Alignment with organization values and experience working with NGOs, women, peace, development, humanitarian, feminists organisations/network;
Experience with drafting, developing and implementing policies and procedures for small NGOs or networks;
Able to work in multinational and multicultural teams, coordinate teamwork, and manage a variety of external and internal relationships to achieve results;
Substantial experience as a trainer with a participatory training style;
Experience in responding to incident and crisis management; and
Excellent written and spoken English; proficiency in French is valuable.
