Position Summary
The Country Security Manager (CSM) will provide security support to all RTI project offices throughout Haiti, as well as assist RTI employees visiting Haiti by arranging appropriate security support. The CSM will serve in a full-time, dedicated capacity and will be on-call for emergencies or special tasks. The CSM will report to both the Regional Security Manager in Research Triangle Park, North Carolina and RTI Project Chiefs of Party in Haiti. Operational support, direction, and technical supervision will be provided by the Regional Security Manager, but the CSM will discharge their assignment with additional guidance and direction from the Chiefs of Party for security support to the projects, working closely with the project Security Focal Point (SFP)or if applicable, the dedicated project security person. The CSM will also serve as RTI’s liaison to the contracted security support provider in Haiti and provide oversight of that contract on behalf of the Regional Security Manager. They will also support RTI Project Security Focal Points (SFPs) or Project Security individual (if project has a full-time security staff member) in basic security administrative functions.



RTI currently has four projects operating in Haiti and there is potential for additional projects in the future. The Country Security Manager will provide security support to approximately 35 staff on two projects, with staff based in both Port-au-Prince and Cap Haitien, and significant travel within Haiti. Two other projects have one staff member each with one based in Port-au-Prince and the other in Les Cayes. Should RTI International acquire additional projects in Haiti, the same support will be required and could include several other field office locations throughout Haiti, such as Les Cayes, Jacmel and Jeremie.



Duties and Responsibilities



Security Management


Train and assist the project(s) Security Focal Point (SFP) in their administrative security functions pertaining to the project safety and security manual, emergency contact information, first aid, and security training. Assist the projects, as required, with the preparation of adequate responses to security incidents and natural disasters.
Develop and maintain a security program for the projects that includes appropriate policies and protocols surrounding journey management, regular security briefings to COPs and staff, visitor access, risk assessments for travel, and other programming events.
Provide technical security advice, in consultation with the contracted security support provider in Haiti, for existing and any new office locations including appropriate site selection and security assessments for potential locations and the establishment of effective physical and procedural security measures (access control, guard services, etc).
Liaise with the contracted guard company/ies and host government office(s) (if required) regarding the guard services provided to the project office(s) in Haiti and the residences of any international staff members.
Serve as an administrator of the applicable mobile phone security tracking services and ensure compliance with the platform.
Provide visiting international staff with advance practical security advice and contact information, arrival briefing specific to their mission, and communications and logistical support (via contracted security provider) for field missions as needed. Ensure a viable system is in place to track and note arrival/departure/residence changes.
Conduct security support visits throughout the country as requested by the projects or the Regional Security Manager.
Ensure all projects have an updated safety/security manual and assist with the completion of the manual in conjunction with the project Security Focal Points.
Provide training and guidance to all project Security Focal Points



Security Awareness


Conduct threat and risk assessments of operations in the departments and communes where RTI project(s) in Haiti are implemented. Identify and recommend appropriate risk mitigation strategies. These assessments will be conducted in coordination with the contracted security provider with oversight by the Regional Security Manager.
Arrange for periodic security and fire/life safety training and conduct security briefings for all staff. In conjunction with the COP and SFP, ensure relevant security training to project staff is delivered in accordance with RTI Global Security policies. Assist with obtaining driver training of project drivers, earthquake training, and first aid training for all staff and any needed updates through the contracted security firm or other organizations (Red Cross) or RTI contracted providers. Support other specific training courses such as Hostile Environment Awareness Training (HEAT), resiliency training, etc., may also be required. Guidance will be provided by Global Security.
Ensure that staff members are provided with, and proficient in the use of, safety equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field.
Work with the COP and DCOPs to strengthen internal communication systems and ensure RTI staff are trained and able to communicate with the CSM during emergency situations (i.e., employee under distress while working in the field).
Provide orientation and training to expatriate, third country national, and local national staff members on security guidelines on all aspects of procedural, physical and residential security, communication procedures, travel precautions, emergency procedures and movement restrictions in high threat areas.
Engage with the USAID Partner Liaison Security Office (PLSO) on behalf of RTI in Haiti.



Crisis Management


In partnership with the COPs, project Security Focal Points and home office project management team, contribute substantially to revisions of the project(s) Emergency Response and Business Continuity Plan on a bi-annual basis, or more frequently as required or directed.
Serve as advisor to the COPs and the RTI Crisis Management Team.
In partnership with the COPs and project Security Focal Points, maintain and update as necessary all project office contingency planning material as it pertains to security, reference documents, and annexes. Other functions of the Business Continuity Plan such as HR, Finance and IT services will be developed by the COP with the support of the home office project team and business partners as needed.
Organize periodic tabletop exercises to test staff preparedness with support from the contracted security provider and RSM.
Ensure the SFPs maintain and periodically test project telephone trees and warden systems for each RTI project operating in Haiti.



Protective Services


As required, accompany RTI staff on identified high risk movements to provide hands-on security management and to reduce the risk for injury or attack. Constantly assess the immediate surroundings as a gauge to evaluate the level of assistance required to provide effective security support of the mission.
Initiate emergency response actions in the event of an emergency or a direct or indirect threat to RTI staff. Take proactive measures to prevent involvement in such activities and perform reactively to avoid/escape from those in progress.
Arrange special police protective services support for RTI staff receiving threats due to their duties (if required), or such support that may be required for visiting missions.
Conduct site advances for visiting missions and conferences.
Provide travel support and/or accompany members of RTI’s Executive Leadership Team during their travels within the area of responsibility.

Sharing of Information


Provide timely and accurate security advice to the COPs and Project Staff of each RTI project operating in Haiti.
Immediately report all security related incidents involving RTI staff and dependents to the respective COP, Project Manager and RSM. Ensure the RTI Adverse Event Report is completed correctly and utilized as directed.
Ensure that RTI staff members are provided with situational reports and other appropriate security-related information and briefings.
Encourage an exchange of information relative to risk management for RTI projects.
Participate in inter-agency security coordination efforts and orchestrate an information-sharing forum (roundtable, etc.) or participate in existing forum.
Liaise with similar implementing partner organizations’ security managers as part of best practices for security operations.


Minimum Required Education and Experience

Minimum high school degree and at least 12 years of experience or a bachelor’s degree with at least 8 years of experience working in the private or non-governmental sector as a security manager. Experience writing incident reports in English and working with police and other local authorities to provide accurate detail about a situation.



Qualifications, Knowledge, Skills and Ability

Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.
Ability to multi-task, plan, and coordinate with multiple RTI projects in Haiti.
Ability to travel several times throughout the year to domestic locations.
Ability to coordinate and work well with others.
Ability to listen and communicate well both verbally and in writing in Creole, French, and English.
Ability to work independently.
Attention to detail and accuracy.
